The frequent drought-flood disasters have done great damage to economy in Hebei area. In order to make plans of reducing disasters and providing disasters relief in time, it is vital for us to do scientific research in the field of drought-flood disaster loss evaluating. The theory and technique are provided to the system of drought-flood disaster loss evaluating based on Internet technology by the mature system theory and rapidly developing information technique.In this paper, after analyzing and comparing several flood disaster loss evaluating models,a new model--Fuzzy Comprehensive Related Degree model is suggested for establishingthe model of flood disaster loss evaluating, which chooses a reasonable subjection function. In order to test the grade criterions of flood disaster loss, Logistic Curve(Log) model and Genetic Algorithm(GA) are used by the author who properly disposes the judge of disaster loss grade. The calculation example shows that it is a simple and feasible model. Whatfihnore, the author presents a new before-disaster output predicting model according to the water balance equation and artificial neural network, a before-disaster and a behind-disaster loss evaluating model according to the output reduction extent of predicting output and real output. In the end, an example is given to demonstrate the highness of the model's predicting precision and the rationality of evaluating results.In order to make planer timely and rapidly set down plans, in this paper, an web decision-making application system based on Browser/Server mode is developed, drought-flood disaster loss evaluating and user management web pages are compiled by using diversified Asp language and Html language, what's the more ,the visiting between Web server and databases is implemented by using the Asp/Ado technique. In this paper, the author discusses the network security of drought-flood disaster loss evaluating application system based on Asp. Furthermore, the author realizes the interconnection of Web server and Matlab server using Matlab Web technology which solves the difficult problem of artificial neural network running on web server and makes the drought-flood disaster loss evaluating finally implemented on the web.
