Xilinguole grassland is the major part of Inner Mongolia grassland. It is a strong representative in all over China. Since many years ago, over-utilization and frequent kinds of disasters have led to more and more serious. It not only highly restricted the development of local economy but also endangered the ecological security of north China.The effects of prohibiting graze, rest grazing, different time for rest grazing and grazing strategies on grass productivity were studied. Reasons for deterioration of grassland ecosystem and decline of grassland productivity were discussed. Through analyses and comparisons on deterioration and desertification of Xiliguole grassland, established policies, adopted measures, acquired experiences and existed problems after enclosing-transferring strategy, especially the productivity changes of different types grasslands, it was expected to find a radical and effective measures to restrict the deterioration of grassland and increase its productivity, to change conventional livestock productive manner of grassland and make grassland livestock on the benign and sustainable road by scaled, intensive and modernized manners.The result showed rest grazing had great effects on the growth of grass community in Xilinguole grassland. Since rest grazing, compared with no rest-grazing areas, the average height of the grass community in rest-grazing areas had increased by 7.22cm, the vegetation coverage had increased by 21.89%, and fresh grass yield per acre had increased by 786.75 kg/ha. The time for rest grazing also had great effects on the dominant species, coverage and yield of grass community. After rest grazing for one to two years, the average height of grass community was 5.5cm, the average coverage was 14.33% and the average yield was 559.95kg/ha; after rest grazing for three to five years, the average height of grass community was 13.88cm, the average coverage was 31.67% and the average yield was 1530.75kg/ha. These indexes increased by 151.5%, 121.0% and 173.4%, respectively. The dynamic rule of height and coverage of Stipa grandis community under different grazing strategies was the same. Yellow willow forestation in traveling dune had survival rate as high as over 75%, especially the one or two-years-old wickers which had survival rate as high as over 85%.
