The paper took land as a natural entity that composed of terrain and soil, classified land type of cartographic region grade by grade from terrain to terrain components and then,to soil components, finally, the units of soil and terrain is distinguished by using mature SOTER methods of other countries. It took the units of soil terrain as a comprehensive framework of attribute assignment and established attribute database in Inner Mongolia. This attribute database is composed of many attribute files, and each attribute file is linked by key fields, all attribute data is managed by RDBMS.1. According to the SOTER method that described the geomorphology accurately using quantitative indexs, it emphasizes on main terrain index system reflecting the feature of topography and geomorphology, put forward elevation classification index,slope classification index and relief intensity classification index, and SM,LH, LM, LP , LF ,LL,TM and TH were divided using those indexes in Inner Mongolia.2. According to the theory of SOTER unit division and using comprehensive function of ArcGIS spatial overlay and cartography,it calculated main terrain,geological map and soil map,formed uint map of soil and terrain in Inner Mongolia. It established identification code of uint of soil and terrain., land utilization type unit, climate division unit and vegetation type unit map were linked by using identification code of uint of soil and terrain, and then built complete land resource spatial database of Inner Mongolia.3. According to SOTER attribute data format and collecting demand and using Access soft, land resource attribute database was built. Attribute database was composed of code table of soil and terrain unit , terrain table, terrain component table, terrain component data table, soil table, soil component table, soil profile table, soil horizon table, land utilization type table, climate data table, vegetation type table and so on, each table was linked by key fields.
