Study On The Supervision And Management Of Seed Quality In Hunan

Seed is the most basic production means in agriculture. The quality of seeds is one of the eternal themes for agricultural production. To strengthen supervision and management of seed quality is a major important duty to agricultural administrative departments given by "The Seed Law of the People's Republic of China" (hereinafter referred to as "Seed Law") and other laws and regulations.In accordance with the requirements of relevant laws and regulations, considering with the actual situation in China particularly in Hunan Province, the contents such as the staff composition and quality on the management and control of seed quality , the quality of seed quality testing facilities and inspection institutions, enterprises and seed quality certification system for quality system certification, seed quality testing and regular supervision and checking system, the production permit system of main crop and transgenic seeds, and seed processing, packaging and labeling requirements are investigated and studied respectively in this paper, and the corresponding proposals or measures are proposed for the existing problems to provide reference for seed Industry-related personnel engaged in seed quality work.There is about 1653 seed quality test technical staff in Hunan province. Two hundred and twenty seven seed test person are on seed test institution, Four hundred and twenty one are on the company. There are 12 companies, 1469 machines and 10000 m~2 seed test room, 15000 mu seed production area have been investigated by Agricultural department and gotten the license. We inspected more than 4200 samples, about 98.6% was above our standard on a regular time.The investigation and analysis showed that China has made significant achievements on the supervision and management of seed quality: the conditions improved greatly, the number of test room and seed inspection agency gradually increased, the seed quality increased year by year. It guarantee the seed quality of crop.Also we must recognize there are still some problems about seeds quality supervision and management: The inspector lack of experience in the practice, inexperienced in operation, The propaganda and execution of laws and regulations is not enougg, seed coating processing technology need to strengthen the processing of research and extension.Above all, We put forward some ideas on strengthen the supervision and management of seeds quality: We should further enhance personnel training and management of seed technicists, improve the service level and strengthen law knowledge, strengthen evaluation of the seed testing institutions, seed enterprises' abilities, so as to improve the overall level of seeds quality and make sure the safety of crop seeds.
