Since the 1970s, remote sensing had becomed an important means to gain the information for land use and land cover change with their own advantage. From the 1990s, global change has been concerned by people. And global changes include global climate change, global biosphere change, global hydrosphere change, marine biogeochemical petrogeochemical change, etc. These studies are almost related to land use and land cover change. Also land use and land cover change is an important input variables to global change model. At present using the advantages of large scale, multi-temporal, multispectral of remote sensing to land use monitoring has become the focus of research global change.Based on MODIS/NDVI 250 meters spatial resolution and 16 days combined in 2001 and 2007 in eastern Inner Mongolia, also refer to the reflectance data and digital elevation model data, set up the remote-sensing classification system of land cover with arable land, woodland, lawn, residential areas, saline-alkali soil and sand and marsh land by non-supervised classification and hierarchical classification which complementary advantages and disadvantages in this paper.During the land cover classification in eastern Inner Mongolia from 2001 to 2007, reference to the existing classification and the use of prior knowledge, improve the classification results. Use land use map in eastern Inner Mongolia in 2000 interpreted to assess the accuracy of classification results .The overall classification accuracy is 74.779%,Kappa coefficient is 0.5904 to meet needs. And based on the land cover classification results, detecte the land cover change from 2001 to 2007 by Post-classification comparison, particularly the implementation in the area of grain for green in six years. Looking from the amount, arable land translate into woodland and lawn from 2001 to 2007. The effectiveness of grain for green is significantly. From space postitions, significant change area is northwest of Tongliao city and west and northeast of Xilinhot, and the area of Tongliao city around and Hulunbuir is also significant change area.
