The problem of forest fires is the world wide concern, which is also the important basis of forestry departments. Forest fires are often with the paroxysmal characteristics, which call for the capacity of rapid response while the fire fighting is working on, so as to prevent the forest fire in the bud. Therefore, it is very important for forest fire prevention system to organize fire fighting rapidly, accurately and efficiently. The spread of forest fires is something to do with variance geographic and complex meteorological factors in the forest district such as terrain, vegetation, water and road. What's more, fire fighting and prevention also relate to the fire prevention facilities, personnel quality, technique power, equipment and other factors.The thesis analyzed the objectives and principles of forest fire prevention and then developed the system called Forest fire fighting Suppression Decision-making System using the second developing method by geographic information system. The main research findings are as follows:1. In order to increase the efficiency of forest fire fighting as a starting point, to design forest fire suppression decision support system, at the time of the fire fighting fire decision support information for decision-makers. Fire point positioning to achieve a variety of ways, to analyze the optimal path to reach the scene, flammability index used to evaluate the regional potential fire spread direction etc. to provide decision makers with intuitive decision support information2. Based on the characteristics of forestry management and the location of forest fire and themonitoring question of dynamic changes of forest fire, Mobile Kehu side that could upload GPS data real-time and receive GPS fire fighting personnel was designed in this system, It achieved database synchronization data transmission function make fire and fire fighting personnel to locate accurately and easy to carry, it is suitable for collecting field data and make work efficiency.3. The system analyzed forest fire factors that contains vegetation type, weather, aspect, canopy closure and stand age .using AHP to determine the weight of each factor that affect fire occurrence and the spread of forest fire ,using Composite Index to compute the Spread of fire of regional surface fire and the fire spread,It provided decision support analysis after the fire and the spread of fire potentially cause dangerous.4. The initial proposed design safe and effective monitoring the buffer zone for fireman, through the GPS location real-time of the fireman transmission back to the command platform, combined with GIS spatial analysis function to determine the fire fighting personnel safe and effective buffer, real-time monitoring of flutter fireman security situation, which for the fireman to provide a guarantee of security.5. System through on-site firemen system mobile client, real-time status of the fire, field sheet's road conditions simultaneously displayed on the command platform, support in GIS domain analysis of three-dimensional visual features, online display fire fighting vehicles and fireman real-time position to staff deployment, the deployment of fire fighting material resources to provide decision support analysis and technical support.6. System data is stored using a separate database, independent universal data interface, which facilitates future system expansion update.
