The water crisis of our country in 21 century will be more sterner than before any period. Our country is agricultural large country; therefore, the major way out that solves the water crisis of our country is develop agricultural water saving. To satisfy the increasing agricultural production demand, using farmland drainage again is the inevitable tendency in some areas, because farmland drainage is belong to twice used water, the salt and compositions such as contaminant in the water are very complex, density is higher, and harm for crops, so when water using problem of agriculture irrigation is solved, we will also pay attention to the safety of agricultural production. As Eli River Irrigate district for study area which in Qapqal County, Eli River Valley, with local farmland drainage safe recycling as research object, establishing drainage irrigation safely control index system, analyzing the influence of farmland drainage irrigation for environment in study area, appraising and applying index system, finally, putting forward the measure of safety adjusting control and analyzing the benefit of recycling farmland drainage. To normatively use farmland drainage and guarantee the safety of ecological environment after irrigating farmland offer decision support, putting reasonable use of water and soil into practice successfully in Eli River Valley.Firstly, the study based on plenty of field investigations, the laboratory analysis and the sampling on-the-spot , analysed every factor that is concerned with safe agricultural irrigation, according to the principle of establishing index system, using analyse method which is the most basic and general method in structure of synthesize index system, established drainage irrigation safely control index system.Secondly, utilizing statistical analysis method, researching on farmland drainage , underground water and soil in study area, with the vague comprehensive method of judging appraise farmland drainage irrigation safely control index system, with (AHP)Analytical Hierarchy Process calculating index weight, as a result, In study area, the underground water and soil salinity which using farmland drainage as water source is no significance discrepancy comparing with the other water source area , it does not have bad influence on environment, the changes of farmland drainage salinity is not large in different season; the evaluation result to the established index system shows: in study area, the subordinate value of farmland drainage do not pollute is 0.961, light polluted is 0.039, medium degree pollution, heavy degree pollution and serious degree pollution have no assignment , the reason why light pollution has subordinate value is that the suspended matter exceed to standard ,in conclusion, the water quality of farmland drainage is safe in study area, did not cause pollution.Finally, this paper put forward the corresponding measure of adjusting control to safely reuse farmland drainage, while using it we have to protect the environment, have analysed the benefits of economic, social, and ecology that produce by recycling farmland drainage.
