Maternal and Child Health Expenditure (MCHE) are the total expenditure consumed by women and children who have received various maternal and child health services. It's an important part of Public Health Expenditure (PHE) and an integrated part of National Health Account (NHA). Based on investigating Maternal and Child Health sector, this study aims at further exploring and studying on measuring method according to the quantities of services, which is a very important method of methods to measure Total Health Expenditure (THE). This study completes and advances the NHA system in our country. This not only promotes the further study on the matrix balance method of THE but also offers more information for NHA so that the research on NHA in our county can keep up with the international level, especially the developed country's level in Europe and America.Owing to being short of basic expenditure information for a long time, the practical utilization of finance and status of public finance subsidy in the field of Maternal and Child health care are not objectively reflected. The government can't subside the Maternal and Child sector correctly owing to absence of a quantificational and objective criterion. It is very difficult to carry out economical appraisement for MCHE. The policy's adjustment and establishment for Maternal and Child health care is influenced directly. Meanwhile the Maternal and Child health sector is faced with the survival dilemma due to lack of subsidy and low level in income, thus this has impact on bringing Maternal and Child health function into effect.Based on investigation for Maternal and Child health institutions, this study explores how to establish the indicator item. Taking account of the different character of Maternal and Child health section office, this study measures expenditure in different sector offices and different items in term of apportionment of cost and man-hours, meanwhile introduces and weights three different apportionment coefficient, which are efficient man-hour, skilled technique and working intensity, so that this study can reflects the status of MCHE and cost per items. In terms of cost per items and totalservice amount in certain area, this study explores and establishes the method and detail steps used to carry out expenditure measurement. In order to carry out practice application and checkout for above measuring method and steps, this study selects Anhui province as a study object and then measures, analysis and appraise MEHC. This study discovers that MCHE in Anhui Province in 2001 is 4.5 hundred millions Yuan, taking 0.136 percentage account of GDP, meanwhile profit items expenditure is 4.49 hundred millions Yuan, among which pregnant and lying-in woman health care expenditure takes 53.7 percentage. However, nonprofit items is only 0.04 hundred millions Yuan, which takes 0.8 percentage account of MCHE. The subsidy in Maternal and Child health sector is far less then that in medical and epidemic prevention sectors and only takes 6.7 percentage account of total subsidy in the three sectors. According to analysis results, the study brings forward some advices on the policy in the Maternal and Child health sector, such as the government should increase subsidy to the Maternal and Child health sector with development of economy, the constitute of MCHE should be adjusted and the expenditure of delivery in hospital should be reduced, in terms of the development of market, nonprofit items such as health education may be charged properly, esp. Thus the study aims at applying the result to practical health administration to the furthest, offering scientific criterion that helps governments relevant to the Maternal and Child health sector to finance and distribute the limit resource to meet the increasing demand for the Maternal and Child health care to adapt to the change of the medical mode and show the part to undertake the Maternal and Child health care function, thus the status of the Maternal and Child health sector is better.
