Concrete approaches are quantitative research for households and qualitative research for relevant affairs.Results: We made it clear that the acceptant rate in whole of community health services for local households is 50% ~ 60%;The difficult course of this health needs assessment is described as a picture that the households were not too willing to cooperate with surveyor in house health interview, the local medical staff of community health services are not at all familiar with the technique of health needs assessment, routine information relevant to this assessment is few and the quality of acquisition of it is poor. The station is in bad condition that actual outlay is much larger than real income, routine is not formated for the absence of establishing concerned bylaw through superior health authority, the routine medical activities almost consist of many kinds of treatment instead of many preventive medical activities, the quality and efficiency of services are poor.Conclusion: When a community health organization is to make a survey on local households, the right strategy is taking qualitative methodologies instead of quantitative methodologies. In order to gain and publish results of health needs assessment and what its influencing factors are in time, health authority should make regular comprehensive survey on households in a community selected according to the principle that the level of development of community health services in the community is middle, moreover, this survey is demanded Jo use compound methodologies made up of qualitative and quantitative methodologies. It is not right way simply designating community of civil administration as district of health service administration. The medical academy in china must place more resource in the education of health needs assessment in order to bring up medical student's practical-skill of assessment.The right ways to promote the development of community health services in china are to establish or promote community health organizations to establish right approaches of gaining funds and allocation of the funds, sound rule of medical action and operation, rational structure in all aspects of health services organizations, right strategy and means of salesmanship.
