Medical Industry is vital to social production, life and living. The reform of China's Medical System becomes further more socialization and urgency. It's now a leading opinion to drive Property-rights Reform of public-medical agencies in our Medical Industry. The essay begins at medical present condition in our nation, both on practices and theories, mainly studies on the origin, the urgency and the inevitability, the contents and the approaches, the policies and the relating reform measures, forming an integrated knowledge about the reform theory.The essay includes five chapters. Chapter One describes the present medical condition and the existing problems; Chapter Two reviews foreign medical patterns and our learning from their reform actions ; Chapter Three analyzes the new reform steps by comparing them with reforms of state-owned enterprises, then points the property-rights reform's way ; Chapter Four gives a deeply study on causes and knowledge of the reform, based solely on Modern Property-rights Theory ; Chapter Five completely narrates the purposes, the contents and the concrete correlative measures at last.The first innovation in my dissertation is my covers on the social drives to the medical organizations in some degree, makes clear the interrelations between medical behaviors and politics, the social economy or culture. The next innovation is the distinction between the wide-angle Property-rights Reform and the narrow-angle one, the complete Property-right Institution and the limited one. My last innovation is the arrangement for practices and theories.
