After China's entrance into WTO, many overseas medical institutions,multi-national medical corporations, human resource service companies and otherhealth-related organizations have entered Chinese market, which exacerbates thecompetition in the medical market. At the same time, the competition of humanresource between hospitals becomes more and more fierce. In the area ofadministration and cultivation of talents, the new concept, system and merchandisehave a very strong conflict with the traditional personnel administration. A deepreform, or even a re-creation of some administration concepts and models in HumanResource Management in hospital is significant in order to adopt the environment ofcompetition and internationalization of human resource.The industrial engineering, Human Resource Management Theory and QuantifiedEvaluation System are utilized in the dissertation to deeply analyze and summarize thecurrent situation of human resource management in the FC Hospital. In addition toaffirming the existing achievements, the new solution and implementation method areproposed as well. There are six chapters all together in the dissertation. Chapter one isan introduction, which introduces the background, significance and related theory ofthe topic. Chapter Two elaborates the related theory of the human resource in thepublic health organization and analyzes the characteristics of the development of thepersonnel in hospital. It is also compared with the traditional human resourcemanagement in order to highlight the special characteristics of human resource in thepublic health organization. In Chapter Three, the achievements in human resource areaof FC hospital are affirmed, while the problem is also analyzed from the aspect ofstructure of human resource. In Chapter Four, the theory related to the human resourceprogramming in hospital is expounded and the factors of environment effecting theprogramming are analyzed. The methods forecasting demand and supply are utilizedto adjust the imbalance of human resource in FC hospital. In Chapter Five, the HospitalComprehensive Evaluation System is qualified with the quantified analysis method.Methods of questionnaire and weighted marks are applied to select the evaluationindexes by weight in the Comprehensive Strength Evaluation System. A relatively fair,just, completed evaluation system of human resource of FC hospital is established. InChapter Six, proposals on policy related to human resource management are raisedbased on the practical situation in FC hospital.One renovation in the dissertation is the establishment of the ComprehensiveHuman Resource Quantified Evaluation System of FC hospital. Methods ofquestionnaire and weighted marks are applied to select the evaluation indexes byweight, which makes the weight selection more scientific, and is valuable whenapplied in the evaluation of human resource in FC hospital. The other is to raise thenew training method, combining the "personal development skill"and "modeling ofbehavior", in which training is employed as an effective tool to improve quality ofservice and working efficiency in hospital.
