| In the era of economic globalization,the pace of China’s opening to the outside world is accelerating with the passage of time,and the competitive pressure of Chinese enterprises from domestic and foreign markets is also increasing day by day.How to maintain their own competitive advantages and stable development trend in the severe market competition is the key problem to be solved by enterprises.More and more researches and experiences show that human resource is the core resource in an enterprise.While the effective human resource management is more conducive to the enterprise to realize the reasonable allocation of resources and improve the operational efficiency and performance of the organization,so as to promote the enterprise to implement and complete the strategic objectives.Therefore,it is important to evaluate the effectiveness of human resource management.Only through reasonable and systematic evaluation,can we fully find out the real situation of human resource management practice in enterprises so as to make full use of the advantages,reduce the disadvantages and maximize the value of human resource management functions.The medical industry is of significance to the people’s livelihood.It is also an inevitable requirement to improve the whole industry service quality in domestic economic development.China has put forward corresponding guidance for the deepening reform of the medical industry.For medical institutions,human resources are core competitiveness,and only excellent talent teams can provide high-quality medical services.Therefore,it is significant for medical institutions to attach importance to human resource management.Combined with the actual situation and industry characteristics of Hospital A,this paper describes comprehensively evaluating the effectiveness of human resource management in Hospital A by constructing a scientific evaluation index system for the effectiveness of human resource management.In this paper,the existing problems have been found out and suggestions for improvement have been puts forward,which provides a scientific decision-making basis for Hospital A to optimize its human resource management system.Firstly,the theoretical basis of the research is based on related domestic and overseas literature.The present situation of Hospital A’s human resources has been deeply understood in personal interviews.It is found that the problems existed in the staff shortage in non-business department,the lack of professional talents,the weakness in staff training,unreasonable effect evaluation,the lack of fairness and flexibility in the compensation system and the lack of competition consciousness.Secondly,based on the research results at home and abroad for reference,an effective human resource management assessment index system has been built combining the situation in Hospital A,which includes five first-level indicators and 16 second-level indicators.The first-level indicators include strategy and organization,human resource planning and configuration,remuneration and incentives as well as organizational efficiency and employee satisfaction.Thirdly,the questionnaire has been prepared to evaluate the relative importance of the evaluation indexes,and the weight of each index has been determined by analytic hierarchy process.Finally,according to the index system,the content of the questionnaire has been designed to investigate effectiveness of human resource management for A Hospital ’s employees.The result has been analysed comprehensively with fuzzy synthetic evaluation method.The systematic improvement advice has been given on further improving the reward and incentive system,the efficiency of organization,the human resources planning and configuration,as well as employees’ satisfaction. |
