BackgroundThe general goal of medical and pharmaceutical system reforming is to offer an excellent, effective, safe, convenient and economical medical service and to meet the growing need of medical care of the people. The reforming of medical and pharmaceutical systems in the past 2 decades is basically a failure, it is an inevitable issue. Regardless the process of the reforming, and discuss on the result of reforming, what is the excellent, efficient, safe, convenient service? What is the relatively economic service? And what extend could meet the growing medical demand of the people? The success need an index to measure it whether is a success or failure, so as to guide the hospital headed to the right direction.But from the present situation, National public ministry has made no any evaluation index system for hospitals. In order to form a good setup of "taking patient as the core, taking quality as the kernel and performance as priority" to promote hospital to continuously improve the medical service and elevate the kernel competition, and it is very important to make a scientific and practical evaluation index system, so we study the performance evaluation index system which is very suitable for the tertiary hospital.
