Comparison Of Different Institution Management Modles Of New Rural Cooperative Medical Schemes And Cost Analysis Of The Suitable Modle

"The Decision of Further Enhance the Rural Health Work by the Central Committee of the Communist Party and the State Council" made in 2002, clearly indicates that: Governments of all levels should actively organize and lead farmers to establish new Rural Cooperative Medical Scheme (RCMS), which mainly solves the ill-caused poverty including infections and epidemics. Since July 2003, the new RCMS pilot program has started to kick off in various regions. In order to further strengthen the new RCMS, "The Instructive Deliverance of How to Enhance the new Rural Cooperative Medical Scheme" (Instructive Deliverance) has been made by 11 relative government agencies such as the Ministry of Health and the Ministry of Civil Affaires in December 2003. According to the Instructive Deliverance, management institutions should be constituted in pilot regions. Most of pilot counties have constituted their management institutions responsible for the new RCMS management, established management system and measures and launched into a lot of management costs. Because of lacking of the investigative and instructive support of policy, theory, technology and method most of pilot areas are not able to clarify the responsibilities and the number of the staff of the management institutions and the management cost cannot be evaluated correctly. At present among new RCMS pilot regions there appeared several management institution models, which can be mainly divided into three kinds: 1.
