Method situation analysis(SA), which is the methodology of appraisal developed and recommended by the American Council of Population, and was put into practice in Kenya in 1989,and now is spread in the field of birth control and reproduction health care in the world. We mainly adopt the Method SA to make an on-site study of the functioning environment of apparatus and equipments related, the service personnel, the clients, the service situation at present revolved in birth control branches as well as the routine operation process of birth control performed in 2003. Further, we would deal with how to lessen the inefficiency of using IUD elementarily and bring forward the techniques to prevent.The research findings manifest that there are some problems in the routine operational process of IUD placement carried out by the birth planning and the sanitation organization. there are 8 key items that make IUD ineffective: 1)the serving staffs were unqualified and short of training related,which may cause the poor service quality and IUD ineffectiveness ; 2)communication between the supplying department and the service delivery point is not enough that the model of IUD is not inclusive in most points; 3)the disinfection control process is not normative and there is no aseptic consciousness in mind of the serving staffs; 4)shortage of the emergency medicine and the its non-normative management; 5)the following-visit is not perfect,and in practice,the birth control aims at birthrate instead of the real demands of the clients; 6)the operation skill of the serving staffs are not perfect; 7)the quality control of the IUD demands intensification; 8)the service quality of nowadays is inferior to the quality what we are looking forward to be.Through the research we propose that: 1)to employ the qualified service staffs and to give them the necessary training; 2)to hold wider communication between the supplying departments of contraceptives and the service organizations for enough IUD; 3)to initiate continuation classes in the provincial regions for reinforce the control of disinfection and importantly, for cultivating the aseptic consciousness; 4)to take the preparation of emergency medicine and its control...
