With a systematic analysis of the requirement,supply and dispose of medical resources in Wenzhou, this paper will put forward plan on the development and adjustment of medical resources, as well as theoretical basis. with the systematic review as the method, and on the basis of literature review, demand, Grey forecasting and so on, this paper studies the related statistics from the statistic almanac of Wenzhou on the year 2002 to 2004, the medical forms for statistics of Wenzhou, the sanitation statistic almanac of Wenzhou as well as the second and third national sanitation service investigation on 1998 and 2003.Result:1. Due to economic development, population urbanization and aging and change in illness pattern, people in Wenzhou will require more medical care. Presently, the medical care requirment and utilizaion efficiency of residents is decreasing, and the effective utilization is restrained. However, with economic development and population grow, the medical care service requirment in Wenzhou will increase considerably by the year 2010.2. All kinds of medical resource supply increased compared to that of last year, and the increasing rate is higher than that of the population. But the distribution is unbalanced as there is quite a difference between urban and suburb. Most of the medical resources concentrates in the Lucheng district.And that leads to the unbalance of medical resource, resulting in the "reverted triangle" and serious disproportionate between urban and suburb. Investment from the government to the medical organization is far from enough. in 2004, the total investment from the government to the medical organization is only 4.11% of the total income of medical organization. The total expenditure outgoes the income, and situation in healthcare centers is even worse.3. The geography distribution in medical resource is better than that in population. The equitability of doctors in comparatively good, and medium in bed distripution, while the geographic distripution of the two categories above is comparatively good.4. The distribution level in Wenzhou is low compared to the national level, with all the disposing index lower than the national level, also lower than the level of Zhejiang province, which is unfit to the economical level of Wenzhou.5. In 2004, the total amount of medical care service of Wenzhou increased compared to the last year, but a lot of residents went to see the doctors beyond their local region, which needed additional expenditure. Hospitals of high level are full of patients with trivial problems, while those of primary level get few petients, and their medical resources are lie idle, lives are getting harder and harder. The utilizing efficiency of medical resources needs upgratting. The everage medical expenditure of outpatients in comprehensive hospitals falls down a little bit, while those of inpatients rise, and both the two numbers above are high compared to the national everage.
