Most of the medical resources concentrates in the Lucheng district.And that leads to the unbalance of medical resource, resulting in the "reverted triangle" and serious disproportionate between urban and suburb. Investment from the government to the medical organization is far from enough. in 2004, the total investment from the government to the medical organization is only 4.11% of the total income of medical organization. The total expenditure outgoes the income, and situation in healthcare centers is even worse.3. The geography distribution in medical resource is better than that in population. The equitability of doctors in comparatively good, and medium in bed distripution, while the geographic distripution of the two categories above is comparatively good.4. The distribution level in Wenzhou is low compared to the national level, with all the disposing index lower than the national level, also lower than the level of Zhejiang province, which is unfit to the economical level of Wenzhou.5. In 2004, the total amount of medical care service of Wenzhou increased compared to the last year, but a lot of residents went to see the doctors beyond their local region, which needed additional expenditure. Hospitals of high level are full of patients with trivial problems, while those of primary level get few petients, and their medical resources are lie idle, lives are getting harder and harder.
