This research in order to answer the question thereinafter: 1. To solve the contradiction between the cadre health care under new condition and the economic system reform ,it need to discuss the disfigurement and deficiency of the cadre health policy under new position and to discuss the measure to assure the normal development of cadre health care from policy aspect; 2. To realize the problem and sticking point in cadre health care ,it need to realize the key question through combination the status quo of cadre health care and the demand analysis of health care crowd with the problem in practice and the ability of problem resolve ;3. Analyze and predict the development trend of cadre health care, then make up the primary future development of cadre health care scientifically based on social economic development trend in China and Shandong Province;4. To make more strengthen in the criterion management of cadre health care, it needs to discuss the strategy in system.This research adopt the spot check method associate with general investigate method, the material roots in the cadre health care management and service institution of 17areas and 5 hospitals which directly under provincial government in Shandong province. The 5 hospitals which directly under provincial government are Shandong Provincial Hospital,QiLu hospital,Qianfoshan hospital,Shandong Provincial traditional medicine hospital and the second hospital of Shandong medical university.The main output: through the investigation and the research of related theory, the management status and the policy construction status has been basically definite, the same as the demand of cadre health care object and the service supply circs, the tropism of cadre health care management reform and the policy, the standardization require and conditions of the cadre health care, and so on. Conclusion: In the cadre health care policy and management, there isn't a uniform and specific management policy to organize the management in the whole province; there is only some basically principle. Every city of Shandong province establishes cadre health care policy according to its own practical circs. There are biggish differences in the policy standard between the health care policy of the provincial government and the city government; consequently, there are biggish differences among the health care treatment.In the tropism of cadre health care supply, a majority of diseases of cadre health care object are the diseases of agedness health care and medical treatment character which need a long-term treatment.
