Research On Standardized Management Of Social TCM Health Care Service Organizations

The Healthy China Strategy is a new benchmark for public management in China and a new starting point for China’s economic and medical health development.In the "Healthy China 2030" planning outline,it is mentioned that social forces should be encouraged to organize standardized TCM health care service institutions to accelerate the development of health care services.The social health care service industry of the TCM has developed rapidly in recent years,but at the same time of rapid development,we should also see problems in the market for TCM health care services,such as low market access,lack of industry standards,and regulatory systems.Incompleteness and insufficient punishment have hindered the healthy development of the social health care service industry.Therefore,the standardized management of the social health care service organization in the society is imminent.Research objectives: Guided by the healthy China strategy,combined with the status quo of Nanchang City,strive to form a standardized management model for the social health care service organization,and strive to provide advice and suggestions for the construction,improvement and development of Chinese medicine health care service models with Chinese characteristics.Research methods: This paper mainly uses literature research methods,field research methods,statistical analysis methods and expert consultation methods.Research results: Through the investigation of the social health care service institutions in the market,we found that:Problems:(1)Insufficient punishment for violations.There are usually two ways to impose penalties on TCM health care services that have problems.One is criminal punishment and the other is administrative punishment.At present,there are more forms of taking the second one.The specific punishments are mainly fines and administrative warnings,and the punishment is too low.(2)Lack of adequate industry standards.The "Basic Standards for TCM Health Care Service Organizations" is not binding enough,and it is not detailed enough to require more complete industry standards.(3)Out-of-range nutrition and health care services.The state clearly stipulates that Chinese medicine health services must not be of a medical nature,but in specific health care activities,for example,moxibustion and massage are used in the treatment of vested diseases,which are medical technology,and are used for preventive treatment without disease.Category,these two completely different services have unclear boundaries in professional judgment,which undoubtedly increases the difficulty of supervision.(4)Lack of professional health care professionals.The scarcity of health care technology talents is also a factor that restricts the further development of the industry.(5)Long-term supervision,and there is a gap in the regulatory system.Multi-departmental collaborative management is prone to a situation of rushing and pushing,and it is also prone to a “vacuum” zone of management.(6)Using Chinese medicine to mislead consumers and infringe on consumer rights.There are many cases of deceiving consumers with the slogan of "pseudo-Chinese medicine",and the rights and interests of consumers have been seriously violated.Discussion and analysis: Through the analysis of the survey data,to achieve standardized management of the TCM health care service organization,we propose the following:(1)Strengthen legislation and increase penalties.Efforts will be made to transform the existing normative documents into legal documents,and to clarify the administrative functions,supervision methods and penalties for the health administrative departments of the health administrative departments.(2)Implementing record management.Deepen the spirit of “distributing clothes”,simplify pre-approval projects,and strengthen supervision of post-approval.(3)Establish sound industry standards and give play to the role of industry associations in self-discipline supervision.Establish a sound management mechanism for industry associations to promote the development of the industry.(4)Accelerate the training of TCM health care service personnel.The service talents in the service-oriented industry are the first capital.Only professional talents can provide professional,standard and standardized health care services.The long-term development of health care institutions can be guaranteed.Therefore,it is extremely important to cultivate professional talents.(5)Strengthen media public opinion supervision.The supervision of the TCM health care service organization is equally important.(6)Formulate standardization development strategy based on SWOT analysis.
