On the conference of the New Cooperative Medical Scheme (NCMS), our premier Wu Yi emphasized that we should carry out the State Department's dispose and request about constructing New Cooperative Medical Scheme system in the near future and actively push the New Cooperative Medical Scheme system to healthily develop.This paper is one part of the NCMS Service Investigation in Binzhou. From the family health service investigation, it analyzed the status of hospitalization expenses from the consumer aside to find out the hospitalization expenses and its influences of residents. Then we can collocate the health resource in reason, advance medical treatment quality, protect residents' health, raise the rate of joining New Cooperative Medical Scheme, control the growth of hospitalization expenses, satisfy the residents' hospitalization requirement.The paper included the following main contents: 1.The general information of the household numbers: such as gender, age, marriage, education, income, job and so on. 2. The economical condition of the family, medical expenditure, health care system, etc. 3.The hospitalization utilization contion one year before the investigation, such as the times and the days of hospitalization, hospitalization expenditure, hospitalization institution and so on. 4. What are the contions and reasons of non- hospitalization one year before the investigation.Main results:1).The hospitalization ratio of the residents in Binzhou averaged 3.6%. The medical treatment charge per year per family was 714 yuan, 12.1% of the total payout in a family. 2). Among all inpatients, 22.1% received services from township hospitals, 41.4% received services from county-ship hospitals, 28.3% received services from city-ship hospitals, 1.2% received services from provincial hospitals, 5.6% received services from traditional Chinese medicine hospitals, 0.4% received services from industrial hospitals. 3). The averaged direct hospitalization expense of sufferers is 7164 yuan, and the urban families and the rural families respectively averaged 7434 yuan and 6887 yuan; the averaged indirect hospitalization expense of sufferers is 525 yuan, and the urban families and the rural families respectively averaged 552 yuan and 490 yuan. 4). The top three kinds of hospitalized diseases and its per averaged hospitalization expense were cancer (22146 yuan), infectious diseases(10753 yuan), trauma and poisoning (10575 yuan). 5). Multi-factor analysis results showed: the factors that influenced hospitalization expenses mainly included: marriage, education, job, health care type, Engel coefficient and so on.Conclusions and suggestions: To actualize the NCMS's sustainable development and raise the rate of hospitalization utilization, we should strengthen and improve medical service superintending system; cut down expenditure for hospitalization; quicken legislation on medical care system, medicine production,circulation,using and so on; improve New Cooperative Medical Scheme system, scientifically layout medical treatment and sanitation resources, deepen reformation of health system, and make full use of primary health institution.
