Research On The Sustainable Development Of The New-type Rural Cooperative Medical Care System

In our country, the rural area residents have no any form of medical security. The widespread phenomenon that farmers become poor and return to poor because of terrible diseases has become tremendous obstacle for farmers developing and escaping from poverty. Our government had already tried many times to resume and rebuild rural cooperative medical system, but all the result of them are failures. Just because of those, our government carried out a new policy: new–type rural cooperative medical care system in January, 2003, at the same time, pointing out this one system is to be organized, led, held out by the government; the peasant participates in voluntarily; individual, collective and the government raise capital in many ways ;the rural area medical care should give first place to the major cases of illness and helps each other together.At present, the new–type rural cooperative medical care system as our main form of rural medical security, has already carried out an experimental unit in a few areas, but many problems have appeared in practice, and it has affected the sustainable development of this new policy. Since being in experimental unit practice initial stage, that is , at present the new–type rural cooperative medical care system is in probe to perfect stage, on one hand ,whose system designs appears excessively rough , existing a variety of defect and abuse. On the other hand, the outside system and support environment that sustainable development depending on does not be taken to special seriously to it. In practice, it makes the classics difficult problems, such as, reverse choice, administration bad, medical treatment cost control and so on, are the main obstacles to move forward this medical system.The main body of this research will discuss mainly about the new–type rural cooperative medical care system how to get sustaining development , and it bases on analysis and design of system. Firstly, it recollected the characteristic of the twice traditional rural cooperative medical system, and the outside supporting environment system briefly. And pointing out that why it success or fail, at the same time, reaching that because their owing system defect lead to themselves unsustainable development. And then analyze immediately the new–type rural cooperative medical care system that carried out since 2003, analyze .the characteristic of this new system, the main problems and new challenges that faces on experimental unit in practice.Finally, this research discussed several important aspects that affect the new–type rural cooperative medical care system for sustaining development, and it is including financing system—how to continue providing the money being enough to ensure; compensating system—how to compensate rationally for the peasant and give them material favor; equilibrium system—how to improve system efficiency; supporting reforms—how to develop outside system environment support that system required. And the key that carry out above-mentioned four aspects is lying on the politics wish of our government. At the same time this research submitted some corresponding countermeasure and suggestion. The last two factors having been emphasized that strongly affect the new cooperative system sustaining development, the one is equilibrium system how to improve system efficiency, and how to build the inner system that every main body mate each other, link mutual restraint, and reach to balancing development. And the other is the supporting reforms that sustaining development is required to reform the matching measures for developing the new–type rural cooperative medical care system. Certainly, how to put the above-mentioned factors into practice does all depend on our government attaching great importance to and strongly supports.
