The New Rural Cooperative Medical Insurance System

The social security system is a system which provides materialhelp and service to protect people’s life. The system is based onsocial security fund, and it works through the national incomeredistribution under the governmental management according to acertain law. Social security is concerning the vital interests ofhundreds of millions of people and it is an important part of building awelloff and harmonious society. Medical insurance is an importantpart of social security, and it is directly related to the health of thebroad masses of the people and the improvement of the nationalquality. The new rural cooperative medical care system is the basicform of the medical insurance system. The new rural cooperativemedical system is the basic form of medical security system. With thefarmers as its main body, under the government’s organization,guidance and support, following the freewill, beneficial and moderateprinciples, through the medical treatment supported by individual,collective and governmental funds, it resists diseases through mutualhelp with a serious illness is given priority as a whole. It is a new rural social security system which can not only reduce medical expenseburden of the farmers, but also can guarantee their health. It is also animportant component of the national people’s health insurancesystem with the Chinese characteristics It is clearly put forward inChapter 8 of the Party’s《12th Five-Year Plan》that the basic medicalinsurance system with the coverage of both urban and rural residentsshould be improved to further improve the new rural cooperativemedical system. It shows that constantly improving the new ruralcooperative medical system is a very important content in theconstruction of rural social security system, and is also a practicalproblem which needs urgently to be solved. Based on the analysis ofthe development process and the summary of the latest researchresults on the problems of the new rural cooperative medicaltreatment, and guided by the national policies and attitude to the newrural cooperative medical service, this paper analyzes the presentsituation and development of the new rural cooperative medicalsystem. Firstly is the analysis of the historical evolution, thebackground and the present situation of the nation rural cooperativemedical care system; Secondly, taking Deng Zhuang Town in the cityof Linfen as an example, empirical researches on the currentdevelopment of new rural cooperative medical system will be done,including mainly the related policies, achievements and existingproblems in the development of new rural cooperation medicalsystem. Lastly, through actual surveys and researches, the papermakes a comprehensive evaluation on the overall development of thenew rural cooperation medical system and puts forwardcountermeasures in adhering to the direction of the new rural cooperation medical system’s direction and improving the new ruralcooperative medical system, such as establishing and improving thelegal system, optimizing the internal mechanisms and completing theexternal environment of the new rural cooperative medical system.Although through recent years’development and operation, thenew rural cooperative medical care system has achieved significantlysince some pilot units were established in 2003, because theoperating time is not long enough, its law of development andcharacteristics still need a process of understanding and grasping.Meanwhile, many of the problems encountered in the practice are notfully resolved, so the task is still arduous in perfecting the project, anda long time joint effort will be needed.
