The Research On The New Rural Cooperative Medical System

The new rural cooperative medical system is to concern the peasants' health and cherish their lives. It indicates the government's confidence and action to protect people's livelihood; and to promote harmonious of the society; and to help the new village construction. The new rural cooperative medical system had been experiment for 4 years. The experiment regions obtained great value achievements. The central government plan to overlay this system to 80% counties of the whole country in this year, and expanse it to the whole in 2008. This indicates that the new rural cooperative medical system will be appeared from the experimental region to all the counties. But the situation doesn't mean the system of now is perfect, or science. It still exists differences on understanding and on projects to design, and problems of fund management etc. This paper's purpose is to improve the system's development smoothly.This paper includes five parts. The first part is the background of the research, including the construction of the new country and harmonious society, the medical resources is shortage and unfair between the city and the countryside, the new rural cooperative medical system had already been experiment by the government, the government pursues the fair and justice, put the people benefits on the first place, while it faces the village's medical problem. The former scholar's research achievements include the scholar's research ways, the government's responsibility, the control of the medical treatment fee, and experiences of other countries etc. The second part is the concept of the cooperation medical, the process of it and its new characteristics. The third part contents the new rural cooperation medical system present situation and problems of the experimental regions. It summaries raise fund modes, the compensate modes, and management modes of the experimental regions. Then analyze its successes and shortages. The forth part is from the public administration's angle to study the necessity of government's responsibility on the new rural cooperative medical system and the details of responsibility. The fifth part studies the ways to improve the new rural cooperative medical system. It find ways from rising found, the compensate modes, the service of medical organization, the peasants' behavior on treatment, the government management, the experience of other countries, and the resources from the whole society.
