Study On Establishing Forecasting Of The Occupational Disease Hazards And Warning System Of The Positioning Incidents In HeFei City

After the implementation of opening up and reforming policy, china has made the eyecatching economic achievements. However, with the economic globalization and rapid social development, china is brought into all varieties of crisises, which lead to striking increases of incidences on health-related sudden emergencies. Among such issues , disastrous public health issues stemming from a combination of environment and human activities are common concerns. As a result, public health incidents are happening frequently due to human migration ,environment changes and industrial developments . In recent years, the incidences of massive lead poisoning, poisonious gas leaking and tumor morbidity along Huaihe rivers are increasing significantly. Poisoning and pneumoconiosis villages are all produced by a combination of human and environment, as well as,the "SARS crisis" in 2003 is not exceptioned. Since 90s of the last century ,rapid industrialization and scientific and technological developments turn china into a genuine "world plant", production pattern and labour hiring system make a lot of significant changes,Market economy break the occupational diseases prevention network in the period of planned economy, which attribute to grave situation of occupational diseases, great total volume of patients with occupational disease, high incidence, high economic losses and very bad social impacts, concurrent with frequent occupational poisoning incidents and other chemical poisoning ones. All of these pose a great threat to the health of general public. This is a public health and social issue which has severly impacts on social stability.Chinese government constantly attaches great importance to prevention and control of emergencies, accumulating mang valuable experiences. After the crisis of SARS,Chinese government and public health institutions make great efforts to construct fairly all-round early detection and warning system of infectious diseases. Incidents of water pollution, contamination poisoning and occupational diseases increase year by year, which is impossible to guard against. But our supervision and warning system far from the needs of current situation, especially for the occupational diseases and acute occupational poisoning, which are almost to be in a margin. So improving the capability of supervision and warning system is an pressing task .The modes of crisis management home and abroad indicate crisis management is not only handling and relief, the key is to establish a platform of crisis management and a mechanism of crisis alleviation. Public health emergencies have no exception and need to be given top priority to mechanism and system construction of occupation-related public health incidents, which needs expanding preparatory and regular prevention before the incidents from emergency response and control of crisis management after those.This dissertation is based on basic investigation to different types and scales of industrial enterprises in Hefei city,in order to learn of the basic information of occupational diseases hazards; Basing on existing diseases reporting system ,it perfect and enhance the collection and management of information for occupational diseases ; Analyzing the problems in the control of occupational and related chemical occupational poisioning incidents, it establishs a set of platform on emergency response and control work and occupational disease's supervision and warning system. It is formulating a practicable acute occupational poisoning emergency response and handling pre-scheme,it meets the capability of actively coping with the crisis of occupational diseases and chemical poisoning,controlling and alleviating social impacts from the local occupational hazards and poisioning ,building up government's overall capabiclity tomanage public health incidents.
