Perfection Of Emergency Public Health Crisis Early Warning System

Global economic integration encourages the cooperation between countries and regions. Also, nowadays the conflict between the increasing population and resource allocation becomes severer. These have created a era of frequent public health emergencies globally.The implement of the Public Health Emergencies Management in China started in2003, just after the "SARS" outbreak. The steady development of economy, the fast rate of urbanisation, the integration of traditional and modern, the conflict between human society and the natural environment and the growing population mobility are all undermining the countermeasures of the public health emergencies. Therefore, problems such as the increasing rate of the public health emergencies, the ineffective monitoring of risk information, the lack of monitor and countermeasure have not been solved properly. The way that the public health emergencies are dealt with reflects the challenges that the government face in terms of their crisis management standards.Currently, the government is still in its initial stage about the public health emergencies prevention system. Under the Emergency Response Law of the People’s Republic of China and the "One Regulation and Three System ", the government has gradually set up the general emergency regulations for public health issues, particular institutions in charge of it and enacted certain legislation. However, problems still exist among public---the inadequate public input, the weak awareness of public emergencies and the inefficient popularisation of the countermeasures of public emergencies, they should never be taken for granted. Therefore, by an in-depth study of the national public health emergencies early-warning system and an exploration of the theoretical source and advanced experiences of building it, this paper might help the government to earn more public trust and support by improving its emergency management capability, to build an emergency-prevention society for its people to have an enjoyable life, and to guarantee a rapid development of society, politics, economy and culture.
