Evaluation Study On Performance Of New Cooperative Medical System In Weihai

BACKGROUND: The construction of the Rural Cooperation Medical System rises and falls for several times till the New Cooperative Medical System(NCMS) was established and put forward experimentally in 2003 .But since then NCMS is in the experimental stage and has no unified operation Pattern yet. Choosing suitable management system, financing mechanism and operating mechanism of NCMS which could meet the demands of the rural residents is the most important issue the local governments and health administration branches of various levels strive to solve.OBJECTIVE: To evaluate the implementation effect of the NCSM in Weihai, then provide scientific bases to perfect the relevant policies, operating mechanism and supervisory mode of NCMS, so as to put forward the sustainable development of NCMS.METHODOLOGY To adopt the clustering random sampling to choose 4 counties including Rongcheng, Huancui,Wendeng and Rushan as the sampling regions of this study. The investigation covers nine appointed medical treatment organizations,53 township health centers, 219 village clinic3, 219 managers of NCMS and 4550 farmers. The investigation contents mainly focus on the social economic condition of the NCMS experimental counties, the status of health resources allocation. the utilization of health services, the medical expenses and the NCMS fund operating and compensating condition ,etc.MAIN RESULTS The output shows that: the experimental work of NCMS progresses smoothly in Weihai, the NCMS funds runs calmly, the health service utilization of rural residents raises in a certain extent, the medical burden of rural residents fall to some extent. The NCMS cater for the will of rural residents, so we should put forward the NCMS fartherly. But there are also some issues existed in NCMS, so more jobs should be done on the management system, financing mechanism and operating mechanism to ensure the sustainable development of the construction of NCMS.CONCLUSION AND SUGGESTIONS We should set up more steady financing mechanism, and raise up the insurance levels of NCMS. We should strengthen the construction of managing capacity of NCMS , so as to perfect management system of NCMS. We should control the increase of health expenditures, so as to lighten the medical burden of rural residents. We should set up medical aids system ,so as to ensure the equity of health service. We should intensify the supervision of NCMS. We also carry out actively the matching measures of NCMS, so as to put forward the construction of NCMS effectively.
