Objective: In order to know current crucial problems on disposition of health resources and seek the solutions to improve them, we investigate the status, the overall characteristics,the developing tendency and migration characteristics of health resource in Xinjiang Medical University affiliated hospitals in the past five years.Method: To investigate the development and status of health resources in the affiliated hospitals, we apply the retrospective and cross sectional study. Thirteen divisions of general hospital and 10 divisions of special hospital were randomly selected to obtain the migration of health resources by using a stratified method.Result: It shows the growing tendency of health resources in Xinjiang medical university affiliated hospitals in the past five years. The proportion of the technical personnel is 85%~90% by the end of 2004, the proportion of administrative personnel enlarges after 2004, it increases 6.61, 9.76, 5.60 percentage in the A, C, and D hospital respectively. People younger than 35 years-old decrease gradually, it drops 14.94%, 23.72%, 17.04% in the A, C and D hospital respectively. People between 36~45 years-old increase gradually, the proportion of people between 36~45 years-old are 42.35%, 49.34%, 47.48%, 37.01%, 35.39% respectively in 2006 in five affiliated hospitals. The principal educational backgrounds are the university and college degree, which accounts for 50% and more of total number. The proportion of post-graduate rises year by year, whiles the proportion of people who graduated from vocational secondary schools decrease. Primary professional title is majority; the proportion of medium class is above 1/3 and shows up-growing in past five years. In 2007, the ratio of the number of doctor to nurse in five hospitals is 1:1.72, 1:1.12,1:1.89, 1:1.69 and 1:1.33. The proportion of people younger than 35 years old range from 45.59% to 48.39%,the proportion of people between 36~45 years-old is about 30%. Primary professional title is majority. The proportion of primary professional intermediate, high-grade professional title is 45.61%, 35.48% and 16.96%. The ratio of the number of doctor to nurse and the professional title structure do not meet government demand. From the year 2002 to 2006, the number of enrolling people is more than that of people leaving, the doctor accounted for the largest proportion of people in the latter. Among leaving ones, people older than 55 years-old is 37.23%, 35.87%, 22.45%, 28.36% in hospital A, B, C and D. the proportion of people younger than 35 years in enrolling people is 70.24%~92.38%. The educational background of enrolling people is better than leaving ones. The professional title of most enrolling people is primary while that of leaving people is higher grade. The overall quality of leaving people is better than that of enrolling people.Conclusion: The structure of health resources in Xinjiang Medical University affiliated hospitals have achieved government standard, the structure of age is reasonable, the level of educational background is higher, but still exist problems such as the nursing staff is insufficient and the structure of professional title is off-balance . Every affiliated hospital should follow the total quantity control and the structure adjustment principle during the health resources disposition and they had to improve the quantity and quality of nursing staff. In order to maintain sustainable development of the hospital, we should carries out staff labor contract system and the appointment system, establishes new system for selecting personnel for job. Simultaneously we should establish the reasonable system for human resource migration, and takes the suitable measure to attract the talented.
