Population aging has been paid attention by many countries as a major social issue. Elder's health is an important symbol of social civilization. Therefore it is important to establish a medical service system for this huge group.This paper explores the structure of the medical service system of senior citizen, which follows our country social development, through describing the current situation of supply and demands of senior citizen medical service, the analysis of overseas and some typical domestic senior citizen medical service system. This paper thereby provides the policy reference to establish and improve the multi-level medical service system, and then eventually to serve all the people.The senior citizen's disease incidence rate is much higher than other groups greatly along with the physiological function and organism resistivity's decrease . Because the complication of medical issue, chronic illness, functionality barrier, intelligence drop and other social economy correlation factor, the senior citizen has more special medical demands. Although the senior citizen has more medical demands, the using rate of our senior citizen's health service is low because of financial circumstance, condition of sick, sex, age, the will of the participation in medical insurance and so on.Recently, the government has paid more attention to the medical service of senior citizen, and has taken some feasible measures. However seen from the overall, the elders who have been served by our country's basic medical insure system only occupied a quite low proportion of the whole elders.This medical service system faces many issues: First, the insured persons' aging has increased the pressure of medical insurance fund. Second, the growth of senior citizen medical expense has the disparity with the society bearing capacity. Third, it is difficulty to design an elders' medical service system. Fourth, the lack of medical service organization and the personnel. Fifth, the lack of special organization for the prevention and control of elders' common disease.According to the above issues: First, the senior citizen insured age's limitation should be determined by the regional economic development situation. In the economical developed area, the age can be designed as 65 years old. The developing area is 60 years old. Second, government financial support should be an important premise in normal work of senior citizen medical service system. We can levy rational social security tax, absorb community donations, publish old age welfare lotteries, and so on, apart from the gathered insurance premium of the individuals and the units. Third, the government could build elders' hospital, community old age healthcare service center, diseases of the aged faculty, diseases of the aged ward, household sickbed, recovery courtyard and nursing courtyard. Fourth, sets up the special organizational management by the national work and social security department. Fifth, constitutes the specific law of senior citizen medical service system.It can be suggested that, as follow: First, constructs the multi-level senior citizen medical service system; Second, establishes elder society medical insurance fund; Third, builds the senior citizen society medical service rescue system; Fourth, integrates the community health service along with the senior citizen medical service system; Fifth, generalizes medical care general knowledge, and enhances senior citizen's health consciousness.
