| New rural cooperative medical system is an important piece of policy carried out by the Chinese government in recent years in order to provide health protection for the Chinese farmers. Under the circumstances of the central government's endeavor to settle the issues concerning agriculture, countryside and farmers and to build a harmonious society, there have been numerous research papers on the new medical system since its implementation in 2003. However, most of the researches focus mainly on the theoretical and macro level. As one of the first batch of experimental cities, Weihai has done a lot of work to ensure a successful implementation of the new rural cooperative medical system and has succeeded in making it a vital measure of protecting the local farmers. The new measure drew a wide attention from both famers and other social sectors. This thesis, combined with Weihai's experience, tries to analyze China's new rural cooperative medical system on a microcosmic level and put forward some corresponding suggestions in order to provide a certain degree of inspiration for the further improvement of the new medical system.Part I. This part mainly introduces the definition of new rural cooperative medical system, the difference between the new rural cooperative medical system and the original cooperative medical system, the importance and necessity of the implementation of the new rural cooperative medical system, and the major practices of Weihai.Part IV. This part introduces the effects and the existing problems of the implementation. Part V. This part is mainly about the Rural Medical Insurance Systems of some other countries and new thoughts about the development of the New Rural Cooperative Medical System in China. Through comparisons with the similar policies in Germany and Korea, this part puts forward a new type of rural cooperative medical system for China, that is, to further optimize the supply mechanism of the new rural cooperative medical system, to further improve the management pattern of new rural cooperative medical system, to establish a supervisory mechanism of the designated medical institutions, to strengthen management on the demanders of the new rural cooperative medical system.Part VI. This part recommends some policies for Weihai new rural cooperative medical system, which is, to increase government support and investment, to determine a reasonable level of fund-raising and insurance standards, to strictly control the medical expenses, to establish rural disease prevention and health care network, to increase the rural medical service quality, and to educate the farmers and make them taking part in supervision. |
