But there are also a few deep-seated problems can not be ignored in operation, such as the single financing channel, compensation system is not perfect, medical expense growth.ObjectiveThis research through the systematic analysis of NCMS in Taiyuan2006-2012years of operation data, pointed out the problems existing in the operation, puts forward proposals and measures, to improve and promote the sustained and healthy development of NCMS in Taiyuan city.MethodsAll data was collected from Taiyuan city and county (city, district) management center of NCMS, including population, economic date, health data, health resource and data of NCMS. The paper mainly uses the descriptive and analytical study method to discuss NCMS in Taiyuan city; analysis of problems in the operation of NCMS in Taiyuan city.Results1. Participation condition:2006-2012years, the new rural cooperative medical participation numbers of Taiyuan increased from840200to1.0452million; average participation rate rose from84.30%to99.38%, the number of new rural cooperative participation, the average participation rate rose steadily to achieve the basic realization of the full coverage of the system, the farmers also began to accept and agree with this system.2. Financing situation:2006-2012years, Taiyuan NCMS financing standards increased from50yuan/person to294yuan/person, including financial subsidies from40yuan/person up to244yuan/person, the proportion from80%rose to83%; Financing volume increased from38.7901million to309.1236million, the average annual growth rate of41.33%. Growth in the amount of funding criteria and funding illustrates the various levels of government support and investment in the NCMS is growing, and the proportion of financial investment on the rise.3. Funds usage:2006-2012years, the new rural cooperative medical fund spending of Taiyuan increased from24.0092million to292.4307million, the average annual growth rate of51.68%, and hospitalization expenses for more than80%, in the new rural cooperative medical fund more and more used in accounting for farmers, also explains the new type of rural cooperative medical care is given priority to with the poverty-stricken, properly balancing the policy objectives of ailments, at the same time, fund utilization rate increase, the cumulative balance rate decline.4. Benefit of participation farmers:2006-2012years, the total benefit of the new type of rural cooperative medical care increased from345000to1.1057million in Taiyuan, all hospital compensation amount increased from1281yuan to3527yuan, the hospital actual compensation ratio from26.51%to45.50%, farmers to participate in the new rural cooperative medical benefited range and benefit levels increase, the rise of medical and health services utilization. ConclusionTaiyuan NCMS achieve sustainable development, and effectively reduce the medical burden of farmers need to strengthen the following aspects of work.Participation and’financing aspects: increasing new farming and publicity, expand the financing channels, innovation and standardize the financing way. Compensation and management aspects:strengthening the management of the new rural cooperative medical information system, medical expenses audit strictly; perfect the new rural cooperative medical fund settlement, strengthen the dynamic monitoring of fund running, promote the reform of payment. Benefit of participation farmers:strengthen the supervision of the medical establishment that decide a dot, control the medical expense unreasonable growth; Raising the level of service in grassroots medical institutions, perfect management, referral guide peasants to grassroots medical treatment; Improve outpatient service as a whole the compensation plan and management.
