In recent years, children's mental health problems are drawing increasing attention. According to the WHO's estimation, the global children's mental disorders will have a growth of 50% by the year 2010, becoming one of the top 5 causes of death and disablity. Children's mental health problems usually manifest with all kinds of behavior problems.Children's behavior problems are the behaviors always appearing in the development process and the severity and duration of which is 5%~15% out of normal range of corresponding ages, including abnormal apearances in both behavior and emotion, acting as violating discipline and neurosis. The positive rate reported abroad is 10%~20% unequal. School children's behavior problems are the emphasis of mental health task. The behavior problems of this period will affect the development of personality and psychological quality directly. For the sake of the early detection, early treatment and early prevention of behavior problems, as well as the improvement of China's national civil quality and the healthy growth process of children and Juveniles, we must emphasize on the research of prevention of children's behavior problems. We can use the phsychological measurement methods to estimate children's behavior problems. We can use some standardized behavior questionnaires to make a systematic estimation of behavior problems so as to make a judgement and a classification. Achenbach's Child Behavior Cheklist (CBCL) is made by Achenbach, the American phsychological doctor and his fellows during clinical phychiatric practise. So far, CBCL is the most famous screening scale in the world. In China, there was a normalization of CBCL in 22 provinces or cities over the country. At present, this checklist has been widely used in domestic. But a lot of problems about standard and criteria still exist, and differences remain in issues of devision and definition. CBCL screening standards need norm, which is for the general of a specific. Children's behavior problems in different areas has respective characteristics. American norm is not applicable to China, even domestic norms vary from different regions across china. Also, with the influencing factors like Education, social impact and passage of time, the trait of the population is always in the pogress of ever-changing. So the norm made can only be stable for the time being, therefore, must be constantly updated. There was no such large scale epidemiological investigation on children's behavior problems in JiLin Province. Individual cities and counties took some small-scale investigations using the CBCL as the tool and the domestic norm made in 1990s, which were not sufficient to adapt to children's behavior problems with new features. From December 2006 to December 2007, 19146 students from 480 classes were selected in five areas of JiLin Province by means of cluster random sampling. The five ares are ChangChun, JiLin(the city), YanBian, TongHua and BaiCheng. The CBCL is applicated as the tool of the large-scale epidemiological investigation. Through the standardized measurements, we study the distribution and cutoff values of scores of JiLin sample, comparing which with the domestic and American norm. We also basicly tested the reliability and validity of CBCL. Concomitantly we explored how the different kinds of criteria used would affect the investigation results of children's behavior problems, so as to perfect the tools of screening children's behavior problems in JiLin Province and to provide more reference for the rational utilization of CBCL and the development of chldren's mental health enterprise. After the investigation we find that the cutoff values of CBCL of JiLin sample are close to the domestic norm but far away from the American norm. Scores of social intercourse situation, activity ability and social ability total of JiLin are all lower than those of American, while scores of learning situation have no significant difference between the two norms. Contradicting to previous results, eight out of ten factors of behavior problems of JiLin sample have higher cutoff scores than the American norm, which is probablly due to both sensitive and concealing tendency of parents. The reliability and validity of CBCL is comparatively well. The total positive rate is higher in Changchun and Baicheng. Scores of most behavior problem factors are higher in boys than in girls while higher in primary schools than in middle schools. The girls mainly present as latent factors such as schizophreniform, obsessive-compulsive, sexual problem and somatization, seldom present as overt factors such as aggression and hyperactivity, while the boys present as both. The inner consistancy of the branch scales is good but the consistancy for branch scales and its items is ordinary. The content validity and judging ability is very good but the parallel validity is ordinary. To sum up the above points, children's behavior problems require common attention from the whole society. We should combine multiple methods to evaluate them in order to overcome the one-sidedness of the information acquired. Families, schools and communities should collaborate to prevent and control children's behavior problems.
