Study On Fund Management Of New Rural CooPerative Medieal System In Inner Mongolia

New rural cooperative medical system is the important ingredient of Chinese medical care system revolution, it's the great policy which Chinese government made to cure the disease in time for peasants, strengthen their ability of resisting serious disease and protect their health, thus promote rural economy development and society stabilization and possess important significance for constructing harmony socialism society. This new system was performed in all over of Chinese countryside gradually from 2003 trial up to now. With the overall enforcement of new rural cooperative medical system, the fund scale and supervision tasks gets greater and greater, many problems emerged in practice consequently, so the key of effective and long running of new rural cooperative medical system is whether the medical fund can be administered and monitored rightly. It is necessary to study the fund management in order to improve new rural cooperative medical system furthermore. The objective of this study was to raise strategies aim at problems came from fund management of new rural cooperative medical system in Inner Mongolia.Reinforcement of internal control system can be used to decrease the risk of management, boost the efficiency of operation and ensure the reliability of finances. Because the existence of economic activity such as financing and fund utilization in new rural cooperative medical system, the internal control system should be set up accordingly in order to ensure medical fund to be used safely and rightly. In this paper, the theory of internal control was used to study the financing, utilization and supervision of fund in new rural cooperative medical system, internal control is associated with every step of fund management, the success of internal control determine the success of fund management and goals implementation of new rural cooperative medical system. Internal control system was constructed aim at three aspects of fund management listed above in order to prevent and minimize the occurrence of unreasonable problems during utilization of medical fund with coso's internal control integrated framework.
