| Health care reform is a worldwide problem.The greatest challenge for the developed countries is the aging of the population,the rising pension expenditure and health care costs. Health care reform is also a hot issue and focused problem in China.From 1978 till now,the health care reform in China has lasted for 30 years.Despite the achievements and experience we've gained,there're still a lot of problems.In a word,that is,it's both expensive and difficult to get good medical services.In China,not-for-profit public hospitals are the main services of the health care system.And the reform of public hospitals has always been difficult in the health care reform.The government announced that it will promote the reform of public hospitals and the reform of the reimbursement mechanism of public hospitals in the new health care reform, phasing out the markup price of drugs.Under this situation,the study on the funding reimbursement mechanism of not-for-profit public hospitals is necessary.This thesis contains not only the qualitative analysis of theories and policies,but also quantitative analysis of the results of simulation and intervention.This thesis applies system dynamics theory and methods to the study on the reimbursement mechanism of not-for-profit public hospitals,and establishes the funding reimbursement model of not-for-profit public hospitals,and then simulates the real situations dynamically with practical data.Through the study on the interaction and coordination of various compensation revenues,this thesis provides some possible recommendations for the improvements of the reimbursement mechanism of not-for-profit public hospitals.The not-for-profit public hospitals themselves must lay emphasis on cost control.The government must consider more thoroughly where should the financial subsidies go to and accelerate the policy adjustments.Meanwhile,the government must regulate the revenues of medical services and drugs,and expand the reimbursement channels.
