The medical industry is a key industry concerning the national economy and people's livelihood in China.With the further improvement of people's living quality,people pay more and more attention to the quality of medical service.The medical service requirements are becoming more and more diversified,and the overall reform of the backward medical management system is becoming more and more urgent and necessary.Therefore,China's public hospitals began to implement the"separation of medicine" policy."Medicine separation" refers to the policy that through advancing the diagnosis and treatment fees and drug fees,the hospitals will not get extra income when they sell drugs.By cutting off the profit chain between hospitals,doctors,drug makers,this policy effectively controls the unreasonable and inflated medical expenses,breaks the original mechanism of supporting medicine with drugs,highlight the hospital public welfare and put public hospitals back on the public welfare avenue where "serving the people" is a priority.This policy has a great impact on the overall income structure of public hospitals and affects the development of public hospitals in many aspects.Based on the data comparison of public hospitals in China from 2010 to 2018,in the pharmaceutical separation policy background,by combining the theory of public product theory,government regulation,etc.,this paper uses comparative analysis,structure analysis,selects the typical effective indicators compared before and after the change of public hospital reform situation,expounds the implementation status of drug control policy and drug separation policy in China,analysis based on the policy of our country public hospital medical separation mechanism of problems existing in the operation and the overall income structure.The main questions are:In terms of the operation of institutions,medical resources are excessively concentrated,it is difficult for public hospitals to meet the needs of people's health care services;and in terms of the overall income structure,the compensation mechanism is not in place,the medical expenses are unreasonable and the adjustment of medical prices lacks basis.Finally,suggestions and countermeasures are put forward from four perspectives:the government should increase financial compensation,attract diversified social investment and establish a standardized and effective supervision mechanism;hospitals should optimize the related supporting measures of medical separation from the perspective of institutional operation and the overall income structure,strengthen the control of drug selling price,and finally adhere to the win-win direction of economic benefits and social benefits,establish a modern hospital management system;and the medical staff should follow effective incentive control methods,improve service quality,and prescribing should be more standardized;from the perspective of pharmaceutical enterprises,the production cost should be reasonably reduced from the source and the unified reference price should be determined.All parties should make joint efforts to make public hospitals fully adapt to the new medical reform system so as to make public hospitals give full play to the social role of providing the main medical service to the people under the premise of ensuring their own good operation,and develop steadily and continuously under the new medical reform background.
