| Objectives: The new rural cooperative medical system (NCMS), which is piloted in 2004, has been promoted by the end of 2007 in Fujian. This research collects and analyses the related information of NCMS from the supply-side, demand-side and external supports to put forward theoretical basis for sustainable development of the NCMS and rural health services.Method: The study collects the related data by referring the literatures, questionnaire survey and interview.To analyse the influence to the participated farmers and the medical institutions of rural areas by chi-square test, regression analysis, fuzzy comprehensive evaluation method and so on. Then to analyze the strengths, weakness, opportunities and threats of the township health center under the NCMS by SWOT analysis.Results: The conclusions are mainly as follows:Firstly, the relationships between health service providers and NCMS are very close. After carrying out NCMS, medical conditions of rural health agencies have been improved, which promotes the provision and the use of health service in rural area, but the titles and academic qualifications of health technicians should be raised. The growth rate of hospital cost per capita is large,and the business income of medical institutions mainly depends on drugs.Secondly, the NCMS do changes the status quo that the majority of farmers have no medical insurance and lightens farmers'financial burden of medical treatment. To some extent, NCMS has changed and influenced the behavior and accessibility of health service for farmers.Finally, joining the NCMS or not is an important factor which affects farmers required hospitalization not going to hospital. Among the NCMS policies, farmers pay close attention to the reimbursement proportion.Medical aid also affects the use of health service for farmers. Countermeasures and suggestions:1. Some suggestions on NCMS construction: In order to enhance farmers'enthusiasm, we should step up the publicity effects of NCMS and give full consideration to the reasonableness of the implementation plan. In order to improve the efficiency of funds, we should reinforce the supervision to the fixed-point medical institutions and fund of NCMS. In order to continuously consolidate and perfect NCMS at a new starting point, we should actively explore various forms of funds security.2. Some suggestions on the development of township health center: Firstly, taking their advantage, institutes of health should carry out the clinic operations actively and steadily. Secondly, they should tap potential continuously and expand the area of health services. Finally, health technicians training should be strengthened and a practical management program should be developed according to their own characteristics. |
