New Cooperative Medical Schemes (NCMS) is the focus of China's rural medical security system construction in recent years, and promoted the development of rural health. Maternal and child health (MCH) is one of the priorities of health, the influence of NCMS to MCH is worth studying. Past research indicated that medical safeguard and MCH relate closely. In the 1980s, internationally started using the medical insurance to promote MCH service provision, and found that health insurance can enhance the utilization of MCH services, improve the health status of women and children. The domestic study also started to discuss the impact of NCMS on MCH services in recent years, but the research is few, and the content is quite unitary. The research content mainly concentrates in the promoter action of NCMS to hospitalized deliver. Most studies use the qualitative method, still lacked the systematic research.This study is a part of the European Union Project-Bringing health care to the vulnerable developing equitable and sustainable rural health insurance in China and Vietnam. The main objective of this study is to analyze the institutional arrangements and operational mechanisms of NCMS for MCH service, explore the influence of NCMS to MCH service, discuss a suitable benefit package and compensation mode for MCH service, and find a proper way for NCMS to cooperate with other existing MCH projects.In this study, stratified sampling is used to select samples in Shandong Province and Ningxia Hui Municipality. According to the development levels of society and economic and the geographical distribution, Zhangqiu City (high economic level), Changle County (middle economic level), and DongE County (low economic level) in Shandong provice; and Qingtongxia (high economic level), Yongning County (middle economic level), and Zhongning County (low economic level) in Ningxia Hui Municipality are selected. The corresponding townships and villages are also selected by the same method. Quantity and Quality data are collected. Both qualitative and quantitative methods are used in the analysis of the influence of NCMS to MCH.The major results include:1. Six counties in Shandong and Ningxia province have included some MCH services in their NCMS benefit package. According to the different including services, divide six counties into three groups: prevention hygienic mode, medical mode, comprehensive mode. The including services attach importance to medical services and depreciate prevention hygienic services. The NCMS reimbursement policy for MCH services shows a trend of increasing services and reimbursement rate, gradually involving prevention hygienic services.2 The use of MCH services has improveded, the prenatal visit rate, postnatal visit rate and hospital delivery rate have the varying degree enhancement. But the MCH service's actual compensation rate and the rate of women who has the proportion are not high. The function of NCMS for reducing the disease economic burden is limited.3. The influence of NCMS to MCH manifests in the following several aspects: 1) famers' health care consciousness and hospitalizing action have improved; 2) Can significantly promote the improvement of hospital delivery rate in the region where the hospital delivery rate is low originally; 3) the rise of cesarean section rate has little relation with NCMS, and proper design can control the c-section rate rise; 4) Whether the NCMS can promote the use of prenatal visit and postnatal visit is in connection with these two services are including in the benefit package or not. At present the effect is not obvious.4. Pregnant and lying-in women lack of understanding of The NCMS reimbursement policy for MCH services. Most women would like to pay more money for more including services. The most wanted expectation including services is prenatal visit and postnatal visit.5. NCMS lack of cooperation with other MCH projects, the policy limit is a barrier.Policy recommendations are as follows: 1) Strengthen grass-roots MCH Service organization's construction, boost the MCH services in township health centers and village clinics; 2) Strengthen the propaganda, propagandize the MCH services' reimbursement policy separately, improve awareness; 3) Restriction on the cost of hospital deliveries; 4) Improves possession nature of NCMS, let the scheme followed person, so that the floating population can enjoy the preferential policies; 5) In the case of NCMS funds permit, increase the input of the MCH, make policy according to MCH work actual state, policy should tilted to prevention hygienic services; 6) encourage NCMS cooperate with other MCH projects and work together to improve the development of MCH.
