| Over the past two decades, health reform in China has made public hospitals developed by leaps and bounds. Regardless of hospital scale, medical technology, medical equipment has made great strides to improve the people's medical conditions, improve the ability of medical services. However, with the deep-seated contradictions in a gradual exposure of public hospitals, such as the management system and operation mechanism, the problem of the medical treatment is hard to access and hard to afford has become acute. The new medical reform program showed that the need to further deepen the reform of public hospitals, and the survival and development of public hospitals is bound to face the enormous changes in the environment. Then how to enhance the performance is imperative to face the challenges. Construction of a large general hospital performance evaluation index system will provide hospital administrators effective management and decision-making and help gain a better understanding of their own level of development of the hospital division; grasp the trend of development accurately; promote the growth of the hospital, the realization of public hospitals comprehensive, coordinated and sustainable development.On the basis of and comprehensive analysis of literature review, this study will sort out domestic public hospitals current performance evaluation system, analyze performance evaluation theories and the use of Balanced Scorecard in the non-profit organizations and medical institutions of other countries, discuss the possibility of BSC implementing in public hospitals in China. Then extract the four Balanced Scorecard dimensions based on the assessment of indicators by the depth interviews of experts. Form a preliminary assessment of hospital performance indicators cases, and screen evaluation system by the method of content validity ratio. We determine the index weight with analytic hierarchy process and expert questionnaire, based on this case we build an integrated comprehensive evaluation index system which will reflect the performance level of case study. And we ensure the index system of science and reliability through consistency checks.To enhance the performance of public hospitals, the establishment of a more comprehensive performance evaluation system is important, but in view of the value of performance indicators to assess the meaning of role-oriented, evaluation index system is able to reflect the public nature of public hospitals is even more critical, and balanced Scorecard card is for our theory provides a suitable theoretical framework. Of course, the establishment of performance evaluation system of performance management is only the beginning of the performance management of hospitals, it also need to be implemented to ensure that hospitals will be able to enter the effective form and contribute to social benefits, and better for the health services of people. We hope to build a performance evaluation system of hospital which can essentially be a reflection of the comprehensive performance, then that will provided new ways and means for performance management of the hospital, and provide a useful reference to evaluation of other management, but also provide the necessary information and theoretical basis to improve the hospital management. |
