The policy is accepted by the residents and their attitude are positive especially to the drugs which are fit for using habit.5. The compensation from the government is sustainable which has sufficient finance to afford the loss because of the implmentation of zero-profit drug policy, and also realized well the significance to the current community health service institutions.ConclusionPlease note the following points if the policy wants to be implemented successfully:1. The selection of the drugs must accord with their usual habit and the price should be taken into account under the premise of quality. The larger-scale enterprises should be manufacturers especially in the place where the economic is well-developed and the basic healthcare security level is higher. This is the essential whether the zero-profit durgs could be used fully by the residents.2. The well-developed regions, such as Beijing and Shanghai, in where the manufacturers could be tendered; by contraries, if the capacity of the market is not large engough so the procurement tendering could be carried out among the large-scale drug distributors which not only helps to ease the health department, but also ensures the supply of drugs.3.
