Objective:The purpose of the Daqing oil field owned hospitals,community health service centers,community health service stations for two-way referral system and the implementation status of the investigation;in the investigation,based on constraints in this region summarized the development of a two-way internal and external referral adverse factors;the same time,reference to the development of successful experiences at home and abroad,combined with "crude oil continued to yield,the overall coordination of development and building a harmonious mines,oil fields to create a hundred years," a special historical mission of the creative community health services proposed by the Daqing oil field construction of a two-way referral Standardization development model,so as Daqing oil field of community health services to provide a basis for sustainable development.Materials and Methods:Daqing Oilfield owned two core hospitals,eight members of the affiliated hospitals and a four hospitals,19 community health service centers,46 community health service stations in patients with 200 people and doctors,nurses,managers of all 30 person as object of study,the Daqing oil field of community health services,the status of two-way referral of patients hospitalized in a stable condition at a higher level who refuse to convert to community health service institutions causes and the factors that restrict use of on-site two-way referral questionnaires,personal interviews and expert advice and so on,and on-site recycling survey form,statistical results.Results and discussion:1.By the General Hospital of Daqing Oil Field Group, the core of two hospitals,eight members of the affiliated hospitals and a four hospitals,19 community health service centers,46 community health service stations the two-way referral status of the investigation Daqing Oil Field hospital group that relies on the operation of complementary advantages,improving the environment, and guide the patient and orderly flow of equipment,technology,service, management,use of resource sharing,and continuously enhance the capacity of community service.However,there is scope for two-way referral gaps,specifically reflected in:(1) community residents in a low degree of knowledge of two-way referral,the survey was only 37.5%;(2) carried out a two-way referral is not optimistic,still single "on the turn" the main,the next turn accounted for only 11.25; (3),two-way referral of Daqing Oilfield still at the exploratory stage,two-way referral is not fully reflected in the meaning.From the 200 patients with treatment of common diseases the way the survey,the patient's first diagnosis to the core hospital or specialty hospital accounted for 55%,while the community hospital and only 10%; 67%of patients that the Daqing oil field of community health service technical personnel qualifications,professional titles are low,so poor medical technology and equipment behind the patient in stable condition after the reasons for not willing to transfer to community hospital.2.Summed up a two-way referral constraining the development of community health services,the main factors:"talent shortage" and the "crisis of confidence." The existing community health services are considered "simple type" institutions,it is difficult to gather together outstanding medical staff, thus making it difficult to protect the quality of medical technology;due to medical conditions and facilities are more primitive,it also lacks the necessary medical conditions to protect the patient from the treatment of of insurability,effectiveness will be the formation of a crisis of confidence.3.On the basis of investigation and research,the authors explore the manner proposed the "Daqing model" community health services,standardization of two-way referral patterns,including: standardization of work systems,work flow,two-way referral development of protection measures and incentive mechanism."Daqing model" put forward a reasonable and practical to regulate medical practices,strengthen community cultural development,innovation and quality service means to reduce health care operating costs,optimize the allocation of health resources to protect the health of field workers made a positive contribution.4.Health care information is a necessary condition for running a two-way referral,patients in need of medical service information to guide the referral requirements,medical institutions need referral information to guide behavior.Coordination and cooperation between medical institutions is indispensable for the smooth functioning of a two-way referral conditions.
