Study On Current Situation And Strategy In Rural New Cooperative Medical Scheme System In Shandong Province

Background:Health Care in our country has proceed to multiple care era step by step, but there still a large gap between our rural medical care insurance system and multiple care aim. These years, we keep increasing investment in rural medical care insurance, while three-level net of rural health service has been developed and rural medical care system has been established gradually. In this course, Shandong Province has achieved good results; however, comparing with advanced areas, there is still certain regional disparity. To assess and analyze Rural New Cooperative Medical Scheme in the hope of pertinence hierarchical design and putting forward some useful suggestions were significant to its sustainable development, and to the construction of a new socialist countryside and a harmonious socialist society.Objectives:With Rural Health Care System in Shandong as the research object, this study aimed to analyze not only its current situation and existing main problems, but also explore the main factors that restrict its development and main problems. Additionally, we explore the chances and challenges. According to the results of analysis, this study gives reasonable advices. Methods:Combining with normative analysis and solid evidences, systemic analysis and comparative analysis, read a lot of monographs and documents, and collect relative New Cooperative Medical Scheme data selectively recently, to serve for opinion and inference. Inspect NCMS and its history in a macroscopic view, and analyze the restrictive problems on this base.Main Result:1) Review the generation and development of cooperative medical scheme, analyze the generation and current situation of NCMS; 2) Summarize the fundamental state of carrying out NCMS in Shandong Province; 3) Making comprehensive analysis of pursuing NCMS in Shandong Province, confirm effective factors and existing problems, explore the chances and challenges, making some strategies and advices.Conclusion and Suggestions:Rural New Cooperative Medical Scheme in Shandong Province has achieved certain results, but in the whole it isn't perfect. Investment in our province in Rural New Cooperative Medical Scheme is low in the proportion of fiscal revenue and the support of clinic in village and towns is insufficient. Owing to shortage of New Cooperative Medical Scheme and weak health base, peasants felt daunted by the rural social medical assurance system. Couple with unbalanced longitudinal economic development in our province and large gaps in health resources investment in different areas, achieving initial rural social medical assurance standards in whole province have certain difficulty. For existed problems, much effort should be made to strengthen propaganda, to establish proper fund-collecting mechanism, to improve management system, to untangle management for regulating fund operation, and grasping the opportunity of medical reform to explore guaranty legislation for the sustainable development of NCMS in Shandong province. This study researches on situation of implementing of NCMS in Shandong Province, points out the advanced practices and existing problems, and gives reasonable advices. Meanwhile, we propose chances and challenges after carrying out NCMS. However, affected by subjective and objective factors, this study has many shortages, and further research is needed.
