Study On The Financing Mechanism And Demand Estimation Of Rural Medical Assistance In China

Rural Medical Assistance System (RMAs) is a system that supported by government and voluntary contributions, and that would give medical assistance to the people suffering from serious illness and poor rural families. This is the basic requirements of protecting people's basic right to life, to maintain the equal right of citizens and social stability, and a necessary means of preventing the vicious cycle of poverty between illnesses. At the same time, establishing and improving RMAS is also the unavoidable responsibility of the government under market economy system, and the only way that expanding the definition of Social Assistance. Since 2003 when RMAS was started, RMAS is constantly developed and improved, but it still faces difficulties in unsound fund-raising mechanisms, leading to a serious shortage of assistance level, hindering the efficiency of RMAS work seriously. Therefore, this article selected Rural Medical Assistance Financing Mechanisms (RMAFM) as the research objects, and analyzed of the causes of inadequate Medical Assistance, and estimated demand of Medical Assistance Fund as well as the burden-sharing issue between governments at all levels through the establishment of a new funding model, which will undoubtedly have a strong theoretical significance and practical value.There are many definitions of Rural Medical Assistance Financing Mechanisms. This article broke RMAFM into four factors:First, the subject of financing. The second is the scale of financing. The third is financing ways. Fourth, the financing structure, namely, the ratio of the amount of main financing divided by f total funding. This article studied the funding mechanisms around the four factors, and the framework of main content is as follows:The first part is the Introduction, including the background and the raise of issues, the basis of research and the significance of this research, the main opinion and ideas study, and the innovation and deficiency.The second part is the concern definition of RMAs, domestic and international literature review and International Experience used for reference. By analyzing the characteristics of RMAs in Singapore, the United Kingdom and other countries, I tried to find some guidance to improve China's RMAF.Partâ…¢is the analysis of the situation and reasons of China's RMAFM. Through the analysis of the scale, ways and structure of Rural Medical Assistance Financing of recent years, I found out the problems of current RMAFM, as well as the main factors constraining its development.The fourth part is the establishment of a new and reasonable Rural Medical Assistance Financing model to estimate the demand for Medical Assistance funds which is focusing the problems of China's current RMAFM and based on the principle of supply and demand balance.The fifth part estimated a reasonable ratio of sharing the funding of Rural Medical Assistance using principal component analysis and factor analysis and effectively distributed the funding to the different levels of government in order to ensure full funding in place..Part VI is some recommendations about improving China's RMAFM based on China's national conditions.
