Construction Of The Evaluation Index System For Hospital Technological Innovation Abilities And Its Empirical Study

Objective: The subject tried to establish a set of evaluation index system in order to describe, analyze and evaluate the technical innovation abilities of hospitals. By conducting empirical analysis on three similar level hospitals to verify its scientificity and feasibility, and to discover important factors which affects the hospital technological innovation abilities. The function was to enable hospitals to have a full and correct understanding of themselves, to discover problems and gaps timely, and to search for the methods on the one hand;on the other hand, it also benefited macro-control departments to measure the operational status of technological innovation of hospitals at all levels as a whole.Methods: The hospital technological innovation abilities evaluation indicators are initially selected by document review and innovation designing; then the indicators are selected and modified through special research and experts consultation; on this bases, we used qualitative and quantitative methods to determine the evaluation indicator weight after adjustment,then forms the final quantification result; At last, we used the evaluation index system to appraisal the actual hospitals on technological innovation abilities in order to verify the scientificity and feasibility of these indictors; in the meantime, we found out the main existing problems and solutions in the data collection by field interview. Finally we completed the research of indicators.Results: (1) The subject established evaluation index system of the hospital technological innovation abilities, comprised of three first level indicators, eight second level indicators and twenty-five third level indicators, and all levels are weighted and quantified. (2) Evaluation index system is used for evaluating hospital technological innovation capability, we found that the constructed index system has a good scientificity and feasiblity and it deserted to be widely applied. (3) Based on the index system and empirical research, combined with on-site interviews, relevant recommendations of improving technological innovation capability of hospitals are proposed.Conclusion: By using multiple assessment methods, the evaluation index system of hospital technological innovation abilities constructed by this topic was scientific and the feasible. It provides an objective, systematic and manageable model for their own innovation abilities appraisal. At present, related studies on the hospital technological innovation ability evaluation indicator system are still in the primary stage and needs to be revised and improved with the development of treatment work.
