Medical record is the sum of the text, symbols, graphics, images, slices, etc. which are gained in the course of the medical activities by the medical staff, including the out-patient medical records and hospital medical records, and it records a lot of important information about the reasons, occurrence, development and treatment of the disease, and the health statue, physical examination in the past for the patients. Medical Records Management is a scientific, professional, technical multi-disciplinary which refers to a lot of subjects. The System of Medical Records Management and Statistical Analysis is a complex program of information management system, and it is an important part of hospital management. The quality of medical record management makes a direct impact on health care, teaching, research and hospital management. After "SARS" the fully functional software of medical records management and medical quality statistics in hospital needed to be more intense. These two years in order to meet the hospital's needs of medical record loan management, medical record archiving management, statistical analysis, medical quality control and records management with the Ministry of Health software interface requirements, The System of Medical Records Management and Statistical Analysis have been developed.The development of the system based on the full investigation of demand and adopted RUP (Rational Unified Process) approach, using the idea of software programs and object-oriented technology. It mainly involved the following processes: (1) Demand Research (2) Analysis and modeling (3) software development and unit testing (4) System Test (5) release to the user trial. ROSE tools were used in the development and UML was used in the application to model the system, Delphi was used to make the development of the front program, DUNIT was used as a unit testing tool, SQL Server was used as the platform to develop and maintain the back-end database, CVS was used as a version control tool. In applications of business, it combined with the reality of Hospital Information System, following the latest standards of information which were released by the Ministry of Health, and HL7. It adopted the International Classification of Diseases (ICD10) to categorize various types of diseases. When the information input in the medical record, only use the medical record number to mark patient's identity; when the medical records were ready to deposit, we should input the hospitals, charges, disease diagnoses and surgical diagnosis except for the patient's basic information. Then, we can classify the situation according to the existing query, and we can also register for the medical record lending. In the system settings where you can carry out maintenance work on a variety of dictionaries, and only administrators have access to set user management; a variety of queries can be carried out report print preview, and also make the simple statistical charts. Therefore, the design of medical records management system has the basic function of medical record inquiry and loan, and statistical analysis.Through the development of"the System of Medical Records Management and Statistical Analysis'software and running as the pilot projects in some hospitals, it met the hospital's needs of medical record loan management, medical record archiving management, statistical analysis, medical quality control and records management with the Ministry of Health software interface requirements, provided decision-making basis for the management sector, improved the hospital information management level, at the same provided a good foundation of the hospital electric record application. Owing to time constraints, the part of software cannot make the automated installation program, it still needed to improve a later.
