Study On The Sustainable Development Of The New Rural Cooperative Medical System Of Yibin County

Rural cooperative medical system is one of China's basic rural medical care systems. During the Anti-Japanese War and the early period of liberation period, it performed as different forms, such as "health co-operatives", "medical co-operatives", " health stations and health posts organized by rural cooperatives". In the early period of agricultural co-operation activities, rural cooperative medical system was promoted rapidly and reached high penetration in the whole country, which means almost 90 percent of the rural areas already established the rural cooperative medical system. As a result of it, "barefoot doctors" were all over in rural areas. China had established a three-level prevention and health care in rural areas, guarantee the majority of farmers the most basic medical need. But then, with the disintegration of the collective economy of agricultural cooperatives, rural cooperative medical system disappeared. The big social problems, as" medical treatment for peasants being difficult and expensive; farmers impoverished by hospitalization; peasants going back into poverty once again because of illness; peasants having no money to see a doctor", are getting serious and urgent. It needs to establish China's new rural cooperative medical care system as soon as possible to resolve these problems.Under the background of building the harmonious society and the socialist new rural, the paper first introduced the history of China's rural cooperative medical care system changes. To face up with China three agricultural problems, it analyzes the necessity and urgency of the establishment and improvement of new-type rural cooperative medical care system. After contrasting typical models of different developing countries, the thesis analyzes the model,design approach,new character and new framework of the new rural medical care system. And then, it compared and analyzes the different operating models, management models and compensation models which is now already existed in China. Last, the thesis analyzes the meaning and the necessary for the establishment and perfection of the new type of rural cooperative medical system of China, then analyzes the successful case of the Yibin County, Sichuan Province, and finally introduces countermeasures in order to maintaining sustainable development.
