To Build A Harmonious Society Under The New Rural Cooperative Medical System

To Solve the peasant medical treatment problem "not dare to see doctor,have no money to see doctor, not only related to the resolve of “agriculture,countryside and farmers", but also be a key link to eliminates polarization, torealize the balanced development of urban and rural society. Since theimplementation of reform and opening up and the household contractresponsibility system1978, the economic development of China’s rural areashas undergone enormous changes, and the farmers’ income increasedsignificantly, however, the lack of support of the collective economy of ruralmedical security system not match with the level of economic development,and the health status of the majority of farmers not commensurate with thelevel of development of market economy. For a long time, under the guidanceof” agricultural feeding industry”, the urban health insurance system has beenbasically well-developed, while the largest proportion of the large ruralpopulation has been overlooked.In the context of building a harmonious society, the new construction ofrural cooperative medical system has become an important measure to solvethe "three rural issue “problem, as a practical and effective measures to solveChina’s rural medical and health issues, make the new rural cooperativemedical system into practice basically reflects the current status of ruralhealth insurance system. This article is divided into five parts.In the first part, the research background and significance wereintroduced, the researches on cooperative medical care at home and abroadwere reviewed, and the theoretical basis for this study is provided. Accordingto the research needs, this section also introduced the method of research.In the second part, the cooperative medical treatment of concepts and thenew rural cooperative medical system definition were defined clearly, and thetheories relevant to study the subject were introduced. In the third part, the typical country’s rural medical security system wereintroduced, in order to provide meaningful revelation for the implementationof Chinese new rural cooperative medical care system.In the fourth part, the survey locations were explicated, according to thestatistics and analysis of Hubei Province, Yuan An Xian, the existingproblems in the implementation process of China’s new rural cooperativemedical care system were analyzed. Moreover, this section focuses on thecauses of problems in the process of the new rural cooperative medical system.In the fifth part, the response to the new rural cooperative medicalsystem is proposed to tackle the new rural cooperative medical care systemproblems. And on the basis of this, some countermeasures are suggested asreference and support for the improvement and development of basic ruralhealth protection system.
