A Study On The Problems And Countermeasures Of New Type Of Rural Medical Care System Operation Management Of A City

The rural health reform has achieved tremendous results in A city since the city of new rural cooperative medical care system (hereinafter referred to as a unified "NRCMCS") piloted from 2003.The township health centers and hospital attendance rates have significantly increased,the attendance co-masses health services can be protected,the farmers have to reduce the financial burden of medical care,the problems that they impoverished by illness and back into poverty have been alleviated. However,due to A city's social and economic development is uneven in the county district,the NRCMCS inconsistent with construction and operation brought direct impact on the enthusiasm of local farmers'co-participation .A city to 2009,the average participation rate of each co-pilot areas was 85.25%,far below the national average over the same period (91.50%).Facing the time when a new period of urban and rural reform and development in A city ,how to adjust and adapt to implement the new rural cooperative policy scientifically? How to guide the farmers on the NRCMCS? What kind of the proposed method can promote A city NRCMCS in a stable and orderly development? They are worthy of deep thinking and urgent.From the study of NRCMCS current management status in A city ,combining the practical problems in operation ,the paper gave a more comprehensive analysis. Under the requirements of urban and rural development and a new round of national health reform status,it should be strengthened in all aspects ,such as policy advocacy efforts,reimbursement designated institutions and process service,handling institutional capacity building,fund supervision and management,health services level and surveillance systems .To solve the above problems,researchers have proposed the following measures and suggestions: make the new rural cooperative work of media publicity and the legal system; institution-building efforts to strengthen management; strengthen fund management and external supervision; establish and improve the health information system; improvement and convergence of other medical insurance system in order to achieve the new rural cooperative standard of compensation increase.
