The work of this paper is based on the informationization construction project for Daqing Oilfield Company Affiliated Hospital. This paper gives an in-depth introduction of the whole process of the design and implementation for the electronic medical record system, from the viewpoints of the current information management situation of the hospital and the needs of speeding up the conversion of it to a professional hospital, with the software engineering principles as guidance.The paper analysis the current status of electronic medical records system from the aspects such as the concept, the research works, development, techniques, goals and significance of EMR. The contents of development for EMR are summarized, and based on the requirement analysis for the hospital information system of EMR, an architecture plan, function design, business workflow design and database design for the EMR is discussed in detail, using software engineering principles. The electronic medical records system being discussed adopted the B/S architecture, while utilizing ORACLE to implement the database storage. The paper proposed a set of optimization methods for the database performance, mainly concerning the normalization of relationship and the optimization of inquiries. Furthermore, the testing works for the core features of the system and the principles and results are elaborated. With the application of the electronic medical records system, the hospital changed its aim from "treatment centered" to "patients centered", fully unleashed the power of the hospital management information system. This brings greatly effective treatment and high standard service, as well as tremendous economic benefits.The innovation works of this paper are as follows:(1) According the requirements for the writing of medical records, which come from the Operational Routine of Medical Care Techniques, the hospital CPR templates for the operation workflow are developed. Documents containing contents from a variety of table medical records are designed, laying a solid foundation for the universal processing of the medical records.(2) The system applied a centralized database model, creating CPR based on the existing information system of the hospital, so it is not necessary to re-develop the system from the start. This could reduce the re-development funding pressure, as well as the waste of money.(3) The system adopted portable IC cards to implement paperless medical records. Patients don't need to bring with them the prescription, X-ray and CT photos, what they need is only a small IC card.(4) To solve the security problems of the CPR system, a user permission table is created, using classification and section management method. Each user is assigned some permissions for different modules.(5) The system was designed in a way minimizing Chinese character input. In the drugs database developed, the most commonly used drugs are sorted to the front of the list. Typing the first word of the name of a drug, the system will list all the related drugs for the convenience of doctors.The development of the system preserved the existing resources. Some hardware and software resources have been in the possession of Daqing Oilfield Company Affiliated Hospital, such as registering, financing and material subsystems. These resources were integrated with the new system in the architecture planning. This technique avoided the duplication development and saved a lot of money for the project.The contents of this paper are as follows:The Introduction section briefly introduced the background of this paper's work and the development of hospital digitalizing at home and abroad. Based on the management situation of Daqing Oilfield Company Affiliated Hospital, some difficulties that must be overcome during the process of digitalizing construction are explained and some ideas about establishing standardization for management are also introduced.Chapter 1 gave an overview of the EMR information systems and introduced basics of design.Chapter 2 & 3 described the architecture design of the EMR system, based on requirements.Chapter 4 presented the implementation of the EMR information system.Chapter 5 reviewed the application process of the EMR information system and made an evaluation to it.
