An Empirical Research On The Service Status Of The Experience Units Of The Preventive Treatment Of Disease In Guangdong Province

Preventive disease treatment of Chinese Medicine is the important measur-es for promoting the key point of prevention and cure disease forward, en-hancing healthy quality of people, and improving their living qualtiy. In 2007,The Chinese Medicine Administrator Department had decided to implement the preventive treatment of disease health project, which had begun to exper-iment in Guangdong Province. In the past, investigations were mostly limited to the theoretical analyses or case reports, which lacked of systematic analy-sis about the service status of the experience units of the preventive treatment of disease in the point of policy implementation.This study used literature research, questionnaire survey, intervies and statistical analysis. Based on literatures review, it had studied the experi-ence units of the preventive treatment of disease health project in Guang-dong province which were in Guangzhou, Shenzhen, Zhongshan, and Conghua. And in the view of policy implementation, it had built the framework of analyze for the service status of the experience unit of the preventive treatment of disease. The framework was based on four aspects including the policy issues, the policy executive, the target groups, and the policy environment. Then it had analyzed the service status of the experience units of the preventive treatment of disease in Guangdong province, and conducted the effective factor analysis. In data processing, it used t test, variance test, correlation analysis and regression analysis. According to above analysis, the conclusions were followed: 1,Guangdong Province undertakes the exploration, which tries first in advance, and the demonstration duty in the construction Chinese medicine prevention hygienic service system. And the experience units have made certain progress. Based on theoretical analyses and statistics analyses, this study concluded that difficulties and shortage existing in the preventive treatment of disease health project policy implementation in Guangdong were as foll-ows:(1) The policy resource needs to be improved. (2)The model for experience units to develop remains to be improved. (3)The quality of target groups needs to be enhanced. (4)The policy environment should be improved.2,This study analyzed on the influencing factors from policy issues, policy executive, target groups, and policy environment. According to One-way ANVON analysis, it indicated that the questionnaire results of policy imple-mentation effect, which answered by clients who had received preventive treatment of disease service difference times, is marked difference, and the differences has statistics significance (p<0.05). To the influencing factors of the policy implementation, correlation analysis concluded that policy issues, policy executive, target groups, and policy environment were related to the effects of the policy implementation, statistics significance (p<0.01) too. From multiple regression analysis, policy executive were indicated that had more conclusive force to the effects (p<0.05)3,This study put forward suggestions to promote the preventive treatment of disease service in the experience units as fellows:(1) Strengthen the pol-icy. It should strengthen the system of policy implementation, explore the operational system which is leading by government and participated by multiple groups; increase finance to support the project; encourage private capital to standardized the development of the project. (2) Explore multiple model which will promote the experience units from different level to develop, and consummates the appraisal mechanism. (3)Build an high quality team for devel-opment, and improve residents'cognition of preventive treatment of disease. (4) Combine resource to spread the idea of preventive treatment of disease, to create a good social atmosphere for preventive treatment of disease service.It was a new point that this study used policy implementation theory to research the preventive treatment of disease, which lack in the past stud-ies.Therefore, there were some deficiencies in this study. The possible research in future should be proceeding, with increase of experience units.
