| Background Traditional Chinese Medicine "Preventive Treatment of Disease" is one of the original viewpoints of traditional Chinese medicine,it includes three mainly meanings: disease prevention,deterioration prevention and rehabilitation after disease.In 2007,the State Administration of traditional Chinese medicine(TCM)officially launched the "Preventive Treatment of Disease" project.Shanghai has initially established a community health management system with TCM characteristics,however,there are still lots of place needs to be improved.Objectives To learn the cognitive status of Traditional Chinese Medicine "Preventive Treatment of Disease" of community medical staff and community residents in Shanghai,as well as needs of development,to analyze cognitive influencing factors,and to explore the ways to improve the cognition,utilization,satisfaction and strive to achieve perfection of the service system,for the purpose of providing policy recommendations and ideas to the improvement of Traditional Chinese Medicine “Preventive Treatment of Disease” service in community.Methods Designed the questionnaires on the cognitive status of traditional Chinese medicine "preventive treatment of disease" for community medical staff and community residents,respectively,through literature research,group discussion and expert consultation.In the year of 2016,from March to June,conducted the questionnaire survey among medical staff and outpatients as well as their accompanying family members in 26 community health service institutions in the Districts of Huangpu,Minhang,Qingpu and so on in Shanghai.After collecting the questionaires,the data wereorganized by using Epidata3.1 software and statistical analyzed by SPSS20.0 software.General descriptive analysis was used for the basic information,chi-square test was used for the analysis of influencing factors on the service congnition.Calculation of the value of OR or logistic regression analysis was carried out according to the analysis results of influencing factors.The significant level of the value of ?=0.05 was used in this study.Results (1)A total of 1200 questionnaires were sent to the community medical staff,and 1172 effective questionnaires were taken back,including 324(27.6%)males and 848(72.4%)females,among which 1000(85.3%)were medical practitioners,93(7.9%)were nurses and 79(6.7%)were administrative staff.The awareness rate of traditional Chinese medicine "preventive treatment of disease" among the surveyed community medical staff is 92.5%,the way of awareness are mainly through the conferences in work place(57.3%),billboards in work place(57.2%)and other ways.All the investigated community medical staff have very limited cognition on traditional Chinese medicine "preventive treatment of disease".Some of them are not sure whether the main content of it includs disease diagnosis and treatment,or service objects of it includs healthy people.Particularly for the community medical staff in different characteristics,the situation of misunderstanding that the "disease diagnosis and treatment" is not the main content of traditional Chinese medicine "preventive treatment of disease" exists.However,those who get the information of traditional Chinese medicine " preventive treatment of disease" through the way of superior management department documents,the internal conference and the billboards in work place have a higher cognitive accuracy of the service object contains healthy person.In addition,income satisfaction and job achievement are also the cognition influencing factors.60% of the investigated community medical staff think traditional Chinese medicine "preventive treatment of disease" is lack of stable customer currently;more than 70% of them think it is nessary to offer some service with social capital;also more than half of them think the professional service team size is a bit small and lack of peofessional education.All the investigated community medical staff have the highest percentage of satisfaction with the related theory knowledge,and the highest percentage of the needs of improving relevant practical skills,and through the way of continuing education.More than half of the respondents are not satisfied with the overall situation of traditional Chinese medicine " preventive treatment of disease",they think the most important thing is to strengthen policy and financial support,service standards improvement and staff education and so on.(2)A total of 1600 questionnaires were sent to the community residents,and 1488 effective questionnaires were taken back,including 635(42.7%)males and 853(57.3%)females.The residents' awareness rate of traditional Chinese medicine "preventive treatment of disease" is 57.1%,mainly through the ways of radio or television(48.4%),newspapers or magazines(36.9%),community propaganda(including community health services institution)(35.5%)and so on.80.9% of the residents have the willing to try the traditional Chinese medicine "preventive treatment of disease" service;the main reasons of them not use the service are the technical level,not acquaint the service content and the praice of it,etc.Cognition influencing factors including age,occupation,education,household registration,personal monthly income and whether heard of it before,whether through newspapers,books or magazines,radio or television,WeChat/network these ways to get the information of it.In short,the main manifestation is that the awareness rate in "vulnerable groups" is lower,and the cognitive situation is worse.Conclusions The awareness rate among community medical staff of traditional Chinese medicine "preventive treatment of disease" is high,but cognition level is limited,and the cognition of the main service content and objects of cognition is unclear,but by certain ways such as institutional approach(for example the documents from superior management department,internal training and so on)the cognitive accuracy rate is higher.Therefore,relevant measures such as propagandize though institutional approaches and emphasizing the main service contents as well as objects and so on could be taken to improve the community medical staff's cognitive level.It could be an effective way to offer more practivcal skills and relavant knowledge through continuing education,to let the community medical staff care about it and use it more during their work.In addition,it is also significant to strength the support of policy,funds and service technical guidance.The residents' awareness rate of traditional Chinese medicine "preventive treatment of disease" is relatively low,and related cognition is limited and unclear,furthermore "vulnerable groups" with the characters of low level of education,old age,low income or agricultural household registration are the “blind spot” of related knowledge propaganda.Policy Suggestions 1.Improve relevant policies,laws and regulations as well as regulatory system.2.Multi-subject participation involved in the service supply and optimizing the supply mechanism of it.3.Optimize the popular science propaganda of Chinese medicine "preventive treatment of disease",improve the awareness of it as well as the level of cognition.4.Strengthen the development and improvement of service content and form. 5.Attach importance to the development and enrichment of the construction and training of the talents of Chinese medicine "preventive treatment
