Study On The Market-Oriented Mode Configuration For Suitable Medical Equipment Of Township Hospitals

Township hospitals are the backbone of the three-level health service network in the rural of china and played an important role in solving the medical problems of farmers. Township hospitals ,Cooperative Medical System and barefoot doctors worked as the three pillars of health in rural areas of China, creating a world-renowned China's rural health glory.Township hospitals has through a tortuous development after the disintegration of the collective economic organization, it developed much difficult especially toward the market. In the 21st century, as the state policy supporting rural primary medical institutions, construction and development of township hospitals has become an important content of China's rural health reforming. Although township hospitals is developed under the spontaneous market economy continuity,they are facing many problems during the reforming,such as Investment gap, inadequate equipment, personnel shortage, low efficiency , etc.This research based on functional position and the service nature of township hospitals, defining their public service and combining with suitable medical equipment proposed ,to explore the the Market-oriented mode configuration of township hospitals and related countermeasures.First,this research analyzed the functional position and service nature of township hospitals to provide a theoretical basis for the market-oriented mode configuration. Second, combining with the status quo of Township hospitals, this research analyzed the feasibility and necessity of the market mode configuration; under the support of the relevant economic theory, finance lease model, a higher degree of market,was expiored, focusing on the specific operating programs of the mode. On this basis,we proposed the following aspects of the feasibility of measures to the township hospitals: First, clearing the functional position and ensuring the suitability of medical equipment ; second, reshaping marketing concept and purifying services market of rural; third, assessing the equipment efficiency comprehensive and improving the credit system; Fourth, changing the operation mechanism and improving service capacity of township hospitals; Fifth, introducing PPP and BPR management to enhance the running power. Finally,as the rural primary health care,township hospitals can not develop without government support and guidance.Locating the responsibility of the government, it proposed reference for relevant departments.
