Natural disasters, public health events, social security incidents and other emergencies occur sometimes, resulting in casualties and economic losses. According to relevant data, the GDP losses due to disasters and public safety issues are as much as6%, while about200thousand people have been killed every year. In recent10years, the average annual occurrence of various types of disasters is up to more than700thousand, the number of unnatural deaths and disabled people is more than200thousand and more than2million respectively, economic losses amount to600billion.Emergency medical rescue in China started late. After the SARS in2003, the country starting to pay attention to the emergency rescue system, has released a series of emergency plans and emergency ordinances, the emergency response capability has increased. But the mode of emergency medical rescue is government-led, while a variety of rescue forces are independent with each other. Lack of statutory organizations dedicated to the emergency medical rescue, in the event of emergencies, a variety of rescue forces under the command of the respective health administrative departments pour into the scene. The functions were not clearly defined, limited resources can’t be effectively integrated, which was difficult to form a powerful force, resulting in inefficient of the emergency rescue.After "Wenchuan" earthquake, the Emergency medical rescue work has been concerned by the unprecedented level. Some scholars have proposed effectively integrated medical resources to establishment a comprehensive emergency rescue. Regional Emergency Medical Rescue network of organizations should be established rational distribution, according to the national conditions, in order to maximize the role of the emergency medical rescue and reduce wastage of resources.In April3rd,2009, the World Health Organization, the Chinese Ministry of Health and the United Kingdom Department for International Development, jointly organized International Symposium on response to natural disasters. In the meeting, Minister of Health Chen Zhu pointed out that the current focus of the health sector was the establishment of regional medical rescue centers in the country, and the expansion of the spare bed, equipped with field hospital facilities and other equipment in need. Normally, the health sectors undertake the team training, exercises and other tasks, as well as carrying out the disaster medical research and emergency rescue construction. When emergencies occurred, the health sectors have to treatment and transit in time, in order to effectively reduce mortality and disability rates.At present, the, regional medical rescue center site selection and zoning in the national level has not been an official document. But the provinces such as Zhejiang, Jiangsu, Shandong, Shanxi and other provinces began actively planning the construction of the emergency medical rescue center. As the onset to SARS, the emergency medical rescue system Guangdong was almost synchronized with the national level. In2004, Guangdong NO.2Provincial Hospital had been determined as the specialized emergency hospital, in charge of the Guangdong Province emergency medical rescue mission. Guangdong NO.2Provincial Hospital has made efforts to set up emergency medical rescue system, the mode of Guangdong emergency has achieved certain results. At present, it has been determined by the Ministry of Health for the one state emergency medical rescue teams of all six of the first batch. According to Ministry of Health the National health emergency team administration (Trial) and the layout plan of the National health emergency team, Guangdong emergency hospital is responsible for the construction of construction in the emergency medical rescue center of Guangdong Province.The equipment configuration for the regional emergency medical rescue center has not been reported in China. According to literature, some developed countries such as the United States, Japan, Russia, have set up regional medical centers across the country, but the specific equipment configuration program is not yet available. Purpose and meaningBased on the major trends of the emergency medical rescue, the subject of this study is scheduled for equipment configuration of the regional emergency medical rescue center, and in this paper,"area" is defined in the administrative region of Guangdong Province according to the national policy planning. It is hoped that integrate and optimize the regional emergency medical rescue resources, reduce waste, and improve efficiency through this study. At the same time, provide a reference for government decision-making.Method(1)Theory on equipment configuration is studied by literature, policy, including the conceptions and characteristics of the emergency medical rescue, the relationship between regional emergency medical rescue centers and regional emergency medical rescue, the functions of emergency medical rescue center. In this study,"area " is defined as the Guangdong Province.(2)On the basis of theoretical studies, Guangdong Province emergency medical rescue center equipment configuration program is carried out, mainly from the configuration form and scale, the specific treatment equipment.①According to the current status, combined with the advanced experience home and abroad, determine the overall direction of equipment configuration.②Based on the status and planning of Guangdong Province emergency medical rescue system, reasonably determine the form and scale of equipment.③Find out main injury types and characteristics by using inductive reasoning. Through research and investigation, build the frame system of equipment configuration by summarizing.(3)Draw up the equipment configuration proposal of Guangdong Province emergency medical rescue center, and invite experts to conduct feasibility studies for further modification and improvement.Conclusion(1)The overall direction of equipment configuration is a range of suitable, stable performance, high degree of integration and three-dimensional security transfer evacuation system.(2)Guangdong Province emergency medical rescue center should be conducted in medical teams and mobile hospitals. The scale of medical teams including5,10,20three formed, adjustment depending on the rescue mission. The size of the equipment configuration should be able to ensure that the medical team fighting three days, while50-bed for the mobile hospital.(3)Medical teams are provided with portable equipments, including personal equipment, complete sets of the series backpack, and other basic first aid equipments.(4)Mobile hospital is made up10groups, mainly including surgical treatment group, outpatient group, medical technology group, equipments supply group and so on. It can be able to provide specialist treatment and comprehensive treatment. |
